Copal resin duty and conditional controls

Read from the UK Trade Tariff on 1 October 2026, heading 1301 covers lac, natural gums, resins, gum-resins and oleoresins. Natural copal resin falls within the other line, 1301 90 00 00, subject to confirmation of its composition and processing. The table shows forms of copal under the same tariff line, rather than separate subdivisions. See the dammar resin guide for related natural-resin sourcing.

Goods from China on this line carry 0% duty. No anti-dumping duty, countervailing duty or suspension is recorded. The tariff attaches CITES, organic-product and Home Office controlled-drug import controls, plus CITES and controlled-drug export controls. Confirm applicability with your customs broker. CITES-listed material can require permits; controlled drugs or precursor chemicals require a licence. These heading-wide flags do not establish that every copal shipment needs a licence.

The organic guidance reviewed concerns food, feed and seed, so it does not settle requirements for technical copal sold with organic claims. Ask your broker to confirm the tariff's organic control before using those claims. Confirm the commodity code using the botanical identity, processing and any added ingredients. Keep natural resin separate in your brief from prepared varnish or resin mixtures.

Specify the copal, not just the trade name

Specify the botanical name, collection country, supplier's description of resin maturity, physical form and intended use. A Chinese supplier's address does not identify where the resin was collected. Agree a reference sample and acceptable colour, particle size, moisture, ash and insoluble matter, without relying on a grade name alone.

For varnish production, agree a preparation trial using your intended solvent and process. Compare dissolution, residue, colour and the finished film with the approved sample. Ask the supplier to declare other resins, fillers and processing aids, and provide batch analysis and safety information. Review UK REACH applicability and exemptions for the actual substance; natural origin alone is insufficient grounds to assume an exemption.

Worked duty example

Illustrative example, not a quote: Illustrative order: 2 tonnes of natural copal resin for varnish production under 1301 90 00 00, invoiced at £16,000 free on board, with £900 of freight and insurance to the UK. The customs value is £16,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £16,900, so it is £3,380. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the botanical description, collection origin, batch identification and declared ingredients to the purchase specification.

Appearance: compare colour and particle grading with the retained sample; check for bark, sand, excessive fines and damp or clumped material.

Performance: repeat the agreed preparation trial and assess insoluble residue and film appearance before releasing the batch to production.

Packing: check liner integrity, contamination, bag condition and batch labels; retain representative samples and reconcile the delivered material with its analysis.

What goes wrong

A trade name can conceal different botanical sources or resin grades. A batch that looks similar may dissolve differently or produce a darker film. Substitution with another resin, undeclared fillers or excessive dirt can make a sample approval misleading. Define acceptance through identity and a practical trial, supported by quality inspection.

Do not treat a supplier's generic resin paperwork as proof for your batch. Resolve discrepancies between the sample, analysis and shipping description before dispatch. Where the species or composition remains uncertain, ask your broker to resolve the conditional import controls before shipment.
