Sourcing backpack vacuums from China
Commercial backpack vacuum cleaners from China carry 0% or 2% UK duty, depending on motor power and dust capacity. Corded dry models within ecodesign scope must have rated input power below 900 W; battery-only models are excluded. Check the intended use before approving a specification. Cambridge China Bridge sources commercial backpack vacuum cleaners.

Duty by motor power and dust capacity
Heading 8508 covers vacuum cleaners and their parts. Commercial backpack models with a self-contained electric motor normally fall under the motorised lines. The other-vacuum-cleaner line is included for classification comparison, rather than as the expected code for a conventional motorised backpack model. For pneumatic models, see our pneumatic industrial vacuum sourcing guide.
Read from the UK Trade Tariff on 30 September 2026, Chinese-origin machines with power not exceeding 1 500 W and receptacle capacity not exceeding 20 l carried 2% duty. Other motorised machines, other vacuum cleaners and parts carried 0%. The supplied tariff extract lists no anti-dumping or countervailing measures, suspensions or attached import controls.
Confirm rated input power, receptacle capacity and whether the motor is self-contained before choosing the commodity code. See the wider vacuum cleaner guide for heading coverage and import duty and VAT for the tax calculation.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Motorised backpack vacuums up to 1 500 W and receptacle capacity up to 20 l | 8508 11 00 00 | 2% | None |
| Motorised backpack vacuums exceeding either power or capacity threshold | 8508 19 00 00 | 0% | None |
| Other vacuum cleaners, without a self-contained electric motor | 8508 60 00 00 | 0% | None |
| Separately imported vacuum cleaner parts | 8508 70 00 00 | 0% | None |
Specify the harness, filtration and power supply
State whether the machine is for dry housekeeping, wet collection or another task. Specify loaded weight, harness adjustment, waist support, hose routing, switch position, floor tools, bag availability and filter replacement access. Trial the loaded sample while walking, bending and reaching under furniture. For automated cleaning options, see our robot vacuum sourcing guide. For explosion-proof equipment, see our explosion-proof industrial vacuum sourcing guide.
For corded dry models, confirm with the relevant authority whether ecodesign requirements apply, including rated input power below 900 W and requirements for performance, dust re-emission, noise and durability. Check the scope described in the wider guide and confirm whether battery-only and industrial models are excluded. Ask the supplier to explain the proposed scope classification rather than accepting an industrial label.
For machinery within the machinery safety rules, the responsible person must compile a technical file and make it available on request. Ask for model-matched compliance documentation through testing and certification. For battery models, agree a repeatable loaded-filter runtime test and check battery removal, charger identification and replacement-pack compatibility.
Worked duty example
Illustrative example, not a quote: Illustrative batch of commercial backpack vacuum cleaners for a cleaning business under 8508 11 00 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 2% is £184. Import VAT at 20% is charged on the customs value plus duty, £9,384, so it is £1,876.80. Import taxes total £2,060.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £184 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Harness: check strap stitching, buckle retention, adjustment creep and pressure points with the machine loaded.
Air path: check lid seals, bag seating, filter edges and hose joints; compare pickup with clean and loaded filters using the agreed method.
Power supply: check cable anchorage, switch operation and plug condition on corded models; check pack retention and charger matching on battery models.
Tools and spares: check hose flexibility, wand locking, floor-head movement and the fit of replacement bags and filters against the approved sample.

What goes wrong
A comfortable empty sample can become awkward with a loaded bag. Harness straps may creep, the hose may pull across the operator's shoulder, and hot exhaust may reach the back. Record these observations during the sample trial and repeat the same checks on production units.
Filter bypass and poorly seated bags can undermine an otherwise convincing suction demonstration. A filter-material claim does not show how the assembled machine performs. Agree the whole-machine test evidence, retain an approved sample and include replaceable seals, bags and filters in the spare-parts plan.

Frequently asked questions
What is the UK import duty on commercial backpack vacuum cleaners from China?
Duty is 2% for motorised models up to 1 500 W with capacity up to 20 l. Other motorised models and parts carry 0%. The supplied tariff extract lists no anti-dumping or countervailing measures.
Do corded commercial backpack vacuums have a wattage limit?
For corded dry models, confirm with the relevant authority whether ecodesign rules apply and whether rated input power must be below 900 W. Confirm the model's intended use and scope before approving the motor specification.
Are battery backpack vacuum cleaners excluded from ecodesign?
Confirm with the relevant authority whether battery-only vacuum cleaners are excluded from the vacuum cleaner ecodesign regulation. Check safety, battery shipping and electrical waste responsibilities separately.
What should I test before approving a backpack vacuum?
Trial the harness with a loaded bag, check filter and lid seals, compare pickup using an agreed method, and confirm that bags, filters, hoses and battery packs can be replaced.
