Zero duty, with animal-product controls

Read from the UK Trade Tariff on 5 October 2026, heading 0505 covers feathers and feather parts not further worked than cleaned, disinfected or treated for preservation, including trimmed edges. Decorative cleaned guinea fowl feathers fit the description of the other-feathers line, 0505 90 00 00, subject to classification confirmation. All supplied lines carry 0% duty for goods from China, with no anti-dumping or countervailing measure and no suspension recorded. The table separates product forms sharing the same code.

The relevant line carries veterinary, CITES and waste import controls, plus CITES and waste export controls. Ask your customs broker to confirm the tariff's common health entry document requirement for the actual consignment. For a CITES-listed species, confirm the applicable import and export permits. For material classified as waste entering England under notification controls, the exporter starts the consent procedure in China; shipment can begin after consent from the Environment Agency and the other competent authorities involved.

Treated feathers may come from any trading partner, including China, but commercial imports require an approved producing establishment, pre-notification and veterinary checks. Untreated feathers are not permitted. Confirm the commodity code using the species, processing and intended use. For related decorative feathers within the wider heading, see the cleaned pheasant feathers guide.

Specify spotting, feather shape and treatment

Specify the guinea fowl species, feather position, natural colour, spot pattern, length range, width, shaft condition and whether edges are trimmed. State whether you want whole feathers or parts. Agree acceptable broken tips, missing vane sections, loose fluff, dust and odour against retained samples. Describe the intended use, such as millinery or decorative craft stock.

For commercial consignments, the published treated-feather guidance requires treatment with a steam current or another method that ensures no unacceptable risks remain. Confirm the accepted treatment conditions and commercial-document requirements with APHA or your customs broker before dispatch, including any timing, signature, exporter, premises approval, consignment, treatment and avian-disease information. Ask for records from the actual processor through factory verification.

Agree dry packing that protects the feather tips and keeps grades separate. For feathers sold as consumer craft supplies in Great Britain, general product safety rules require safety under normal or reasonably foreseeable use. Assess sharp shafts, loose fragments and treatment residues for the proposed use; agree appropriate checks before ordering.

Worked duty example

Illustrative example, not a quote: Illustrative small-business order: a carton lot of cleaned whole guinea fowl feathers for decoration under 0505 90 00 00, invoiced at £1,500 free on board, with £900 of freight and insurance to the UK. The customs value is £2,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,400, so it is £480. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: compare species records, natural spotting and feather shape with the retained sample; investigate mixed species or substituted grades.

Grading: sample across cartons for length, width, broken tips, split shafts, missing vane sections and excessive trimming.

Condition: check for damp, mould, dust, grease, odour and compressed or bent feathers; compare cleanliness with the agreed specification.

Traceability: match processor details, treatment records, batch marks and commercial documents to the shipment. Use the inspection guide to brief the checks.

What goes wrong

A sample can show evenly spotted, intact feathers while the delivered cartons contain short pieces, broken shafts or mixed grades. Tight packing bends tips, and damp packing leaves odour or mould. Agree the grading method and inspect samples from across the shipment before dispatch and on arrival.

A supplier's description of “cleaned” does not establish the accepted treatment or import route. Resolve processor approval and paperwork before shipping. Keep the species identity clear for CITES checks, and ask the broker to confirm whether any proposed offcuts or rejected material fall under the tariff's waste control.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
