Duty depends on the kit's contents

Read from the UK Trade Tariff on 17 November 2026, heading 9503 covers toys, construction toys and recreational model assembly kits. This guide concerns children's science kits sold as toys. The table gives possible classifications for experiment sets, engineering construction toys and scale-model kits, rather than interchangeable codes for any educational product.

The selected lines carry 0% or 4% duty for goods from China, with no anti-dumping or countervailing duty and no suspensions recorded. Other toys put up in sets under 9503 00 70 00 carry 4%. The selected lines attach a DCMS export licence measure; ask your customs broker to confirm its relevance to any onward export. No import control is recorded for these selected lines.

Confirm the commodity code using the complete contents list, materials, assembly method and intended play activity. Do not choose a code from the words 'science kit' alone. See the wider toys and games guide for other products within this heading.

Specify the experiments and every included material

Agree the intended age group, experiment list, chemical identities and concentrations, container materials, closures, tools and protective accessories. For electrical or engineering kits, specify the battery arrangement, connectors, motor and moving parts. Identify anything the customer must supply separately, and approve the complete contents list alongside the instruction artwork.

For Great Britain, toys and their chemical contents must be safe during intended and foreseeable use. Importers must check conformity assessment and provide their identifying details. Require product-specific supporting documents for the final kit, and agree the test scope through testing and certification.

Approve a sample by following each experiment exactly as written, using the stated household supplies. Record the expected result, clean-up method and storage arrangement as purchasing specifications. Ask the factory to obtain your approval before substituting powders, liquids, containers or electrical components.

Worked duty example

Illustrative example, not a quote: 400 children's science kits, illustrative order only under 9503 00 70 00, invoiced at £3,000 free on board, with £1,300 of freight and insurance to the UK. The customs value is £4,300. Duty at 4% is £172. Import VAT at 20% is charged on the customs value plus duty, £4,472, so it is £894.40. Import taxes total £1,066.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £172 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Contents: match the packed kit to the approved list, including reagent labels, tools, connectors and protective accessories.

Containers: check seals, cap fit, leakage, powder contamination, cracked vessels and separation of liquids from printed instructions.

Experiments: run the approved sample activities and check that diagrams, component names and expected results match the supplied materials.

Labels and documents: check English hazard information, importer identification and correspondence between the kit and its conformity documents.

What goes wrong

Watch for substituted reagents, leaking bottles, missing droppers, loose electrical connectors and instructions that refer to components absent from the box. Moisture can spoil powders and damage booklets. An attractive demonstration sample does not establish that the packed production kit contains the same materials.

Hold substituted or damaged kits for review before distribution. Compare arrival samples with the approved kit and document any differences. Agree these checks before production using the quality inspection guide.
