Sourcing centreless regulating wheels from China

Centreless regulating wheels of bonded artificial abrasives from China carry 0% UK duty across the relevant bond categories, with no anti-dumping duty recorded. Workplace use is subject to work-equipment safety rules; check machine fit, operating speed and batch evidence. Cambridge China Bridge sources centreless regulating wheels.

Duty and classification by bond

Read from the UK Trade Tariff on 1 October 2026, the relevant lines within heading 6804 carry 0% duty for goods from China. The supplied snapshot records no anti-dumping or countervailing duties and no suspensions. This guide covers bonded-abrasive centreless regulating wheels: the wheels that grip and drive the workpiece. The table distinguishes binder and reinforcement categories; it is not a list of interchangeable specifications.

The UK Trade Tariff attaches import and export waste controls to these lines. For wheels shipped as waste from China to England under notification controls, the exporter must apply to the competent authority in China for consent. Ask your customs broker to confirm whether the goods are waste and the full import requirements, including any export control relevant to a subsequent return shipment.

Give your broker the abrasive composition, binder, reinforcement details and wheel drawing before confirming the commodity code. Do not classify a non-abrasive drive wheel from its trade name alone. See the grinding and cutting wheels guide for the wider heading.

Specify workpiece grip and machine fit

Specify the machine model, through-feed or plunge operation, workpiece material and diameter range, coolant, wheel diameter, width, bore, recesses and mounting arrangement. Agree the abrasive, grit, binder, hardness and dressing method against an approved sample. Describe the required grip and feed behaviour: a regulating wheel controls workpiece rotation and travel rather than doing the main stock removal.

Where more specific product safety law does not apply, articles for use at work fall under the general workplace product safety framework described by HSE. Ask HSE to confirm how the Provision and Use of Work Equipment Regulations apply to the intended workplace use. Request batch test evidence and mounting, dressing and storage instructions. HSE advises mounting an abrasive wheel only on the machine for which it was intended.

Worked duty example

Illustrative example, not a quote: Illustrative trial batch of rubber-bonded centreless regulating wheels under 6804 22 50 00, invoiced at £2,500 free on board, with £150 of freight and insurance to the UK. The customs value is £2,650. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,650, so it is £530. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: check diameter, width, bore, recesses and mounting faces against the approved drawing; measure radial and face runout.

Grip: trial an approved sample with the intended workpiece and coolant; check rotation, feed stability, surface marking and dressing response.

Condition: inspect on arrival for cracks, edge damage, distortion and separation around any hub; isolate suspect wheels before mounting.

Evidence: match wheel and carton batch identities to test records; check maximum operating speed, use restrictions and any applicable organic-bond expiry marking. See quality inspection.

What goes wrong

A wheel can fit the spindle yet give unstable workpiece rotation. Different binder hardness or grip from the approved sample can cause slipping, inconsistent feed or workpiece marking. Bore errors, uneven mounting faces and runout can introduce vibration. Specify acceptance criteria for the actual process rather than accepting a generic abrasive grade.

A successful dry trial may miss changes in grip under coolant. Compare production samples with the approved wheel under the intended conditions, and keep batch records when investigating a change in performance. Check packaging support around the bore and edges so that transit damage is caught before installation.

Frequently asked questions

What is the UK import duty on centreless regulating wheels from China?

The relevant bonded artificial-abrasive lines in heading 6804 carry 0% duty in the supplied tariff snapshot, with no anti-dumping or countervailing duty recorded.

Which commodity code covers rubber-bonded regulating wheels?

6804 22 50 00 is the candidate for artificial abrasives with a binder of other materials, including rubber. Confirm the actual composition and construction with your customs broker.

Can I replace a regulating wheel with a grinding wheel?

Do not choose by dimensions alone. Agree a regulating-wheel specification with the machine and wheel suppliers, including workpiece grip, feed behaviour, binder and dressing method.

What should I check when regulating wheels arrive?

Check mounting dimensions, runout, cracks, edge damage, batch identity and speed marking. Confirm grip and feed behaviour using the approved trial procedure before accepting production stock.
