Duty and asbestos restrictions

Read from the UK Trade Tariff on 24 October 2026, heading 6811 covers articles of asbestos-cement, cellulose fibre-cement or similar materials. Asbestos-free pipes and matching fibre cement fittings belong within the other articles line, 6811 89 00 00. The table shows different product forms under that same line, rather than separate tariff subdivisions.

The supplied tariff facts show 0% duty for goods from China, with no anti-dumping or countervailing duty, suspensions or attached import controls. This does not establish compliance with UK REACH: confirm the restrictions on articles containing intentionally added asbestos with HSE before shipment. Placing on the market includes import. Require an asbestos-free specification and laboratory evidence before shipment.

Give your broker the composition, intended use and drawings to confirm the commodity code. Separately supplied seals or fittings made from other materials need their own classification review. For sheets and panels within the wider heading, see fibre cement boards.

Specify the pipe and joint system

State whether the pipe is for gravity drainage, pressure service or another application. Agree internal and external diameter, wall thickness, usable length, dimensional tolerances and the loads or pressure conditions the buyer expects. Ask for test reports covering the actual pipe material and size supplied, rather than reports for fibre cement boards.

Specify socket or coupling geometry, seal material, insertion depth and compatibility with the adjoining system. Agree handling supports, end protection and installation instructions. Ask a compliance adviser to establish the construction-product assessment route for the intended use. Where CE marking has been legitimately affixed, the product can continue to be supplied to the Great Britain market.

Worked duty example

Illustrative example, not a quote: Illustrative container order of cellulose fibre cement pipes under 6811 89 00 00, invoiced at £9,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £11,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £11,500, so it is £2,300. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Composition: match the asbestos-free material declaration and laboratory report to the production batch.

Dimensions: measure bore, outside diameter, wall thickness and end geometry against the agreed drawing.

Joints: trial-fit pipes, couplings and seals; check alignment and review leakage-test results against the agreed application.

Condition: inspect the bore and ends for cracks, chips and distortion; check supports and packing before loading. Use an agreed inspection brief.

What goes wrong

A nominal diameter can conceal incompatible outside diameters or socket dimensions. Poor end geometry prevents seals seating properly, while chipped sockets or cracked pipe walls can undermine joint performance. Agree a sample assembly and acceptance criteria before approving production.

Board test reports do not establish pipe performance. A supplier may also offer asbestos-cement pipe under a similar description, so check the actual composition rather than the catalogue name. Inadequate supports and unprotected ends can turn acceptable pipes into damaged stock during transport.

Frequently asked questions

What is the UK import duty on cellulose fibre cement pipes from China?

The supplied tariff facts show 0% duty under 6811 89 00 00 for asbestos-free other articles, with no anti-dumping or countervailing duty.

Can I import asbestos-cement pipes instead?

Confirm the restrictions on new pipes containing intentionally added asbestos with HSE before importing into Great Britain. Ask HSE to confirm the applicable UK REACH requirements; placing on the market includes import.

Do fibre cement board reports cover pipes?

Do not use board reports as evidence of pipe performance. Request reports matching the pipe construction, dimensions, intended service and joint system.

What should I check before accepting delivery?

Check batch identity, asbestos evidence, dimensions, joint fit and transit damage. Compare the delivered pipes and fittings with the approved drawings and sample assembly.
