Duty and the asbestos restriction

Read from the UK Trade Tariff on 1 October 2026, heading 6811 covers articles of asbestos-cement, cellulose fibre-cement or similar materials. Asbestos-free fibre-cement balusters normally belong under 6811 89 00 00, other articles. The table shows product variants within that same tariff line. For the wider heading, see fibre-cement boards.

The supplied tariff facts show 0% duty on goods from China, with no anti-dumping or countervailing duty, suspension or attached import control. UK REACH prohibits placing articles with asbestos intentionally added on the Great Britain market; placing on the market includes import. Specify asbestos-free material and obtain laboratory evidence before shipment.

Give your customs broker the material composition, product drawing and intended use to confirm the commodity code. A supplier's description of a moulded cement baluster does not establish its composition. For the illustrative order calculation, see UK import duty and VAT.

Specify the baluster and its fixing system

Agree a dimensioned drawing covering overall height, profile, base and head dimensions, fixing holes, inserts and solid or hollow construction. Specify the fibre and cement composition, finish, colour reference and acceptable surface defects. Approve a sample fitted between the proposed rails, using the intended anchors.

State whether the balusters are decorative or form part of guarding. Ask the project designer to agree strength evidence for the assembled balustrade, including rails and anchors. Approved Document K covers protection from falling in England. Confirm the applicable product documentation with a construction-products adviser; CE marking remains available for construction products on the Great Britain market.

Worked duty example

Illustrative example, not a quote: Illustrative palletised consignment of asbestos-free fibre-cement balusters under 6811 89 00 00, invoiced at £9,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £11,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £11,500, so it is £2,300. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Material: check the composition declaration and asbestos laboratory report against the supplied production batch.

Fit: check profile, straightness, base and head dimensions, hole positions and insert alignment against the approved drawing.

Condition: check for cracks around narrow sections and fixings, chipped ends, voids, coating defects and staining.

Packing: check separation between balusters, protection at projecting profiles and secure pallet restraints. Record arrival damage before unpacking; agree the inspection scope through quality inspection.

What goes wrong

A sample may fit while production balusters have uneven bases or misplaced inserts. Thin shaped sections can crack during handling, and tight packing can chip projecting details. Agree support points and separators with the factory, then check production pieces against the approved sample.

An attractive baluster can still be unsuitable for guarding if the assembled rails, anchors and balusters lack supporting strength evidence. A fibre-cement board report may not describe the baluster supplied. Ask for evidence matching the actual material, shape and intended installation.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
