Sourcing CAB resin from China

Cellulose acetate butyrate resin from China carries 6% UK duty under the other cellulose esters line, with no suspension or trade remedy shown. Importers must assess chemical hazard classification before supply in Great Britain. Specify the substitution profile and viscosity method. Cambridge China Bridge sources cellulose acetate butyrate resin.

CAB resin duty and classification

Read from the UK Trade Tariff on 5 November 2026, heading 3912 covers cellulose and its chemical derivatives in primary forms. For CAB resin, the relevant candidate is 3912 90 10 90, other cellulose esters. It carries 6% duty for goods from China, with no anti-dumping or countervailing duty and no suspension shown. The table lists applications sharing this code, rather than separate tariff lines.

The tariff attaches an import waste control to this line. If the consignment is waste subject to notification controls, the Chinese exporter must apply to the competent authority in China for consent and follow its procedures. Confirm the waste status and applicable requirements with your customs broker before shipment. The facts also list an export waste control, relevant when considering a subsequent waste export.

Give your broker the composition, physical form and intended use, then confirm the commodity code. Do not assume a solution or formulated blend has the same classification as dry resin. For the wider heading, see cellulose ethers and related tariff distinctions.

Specify the CAB substitution profile

Specify acetyl, butyryl and hydroxyl content, viscosity with the solvent system, concentration and temperature used for testing, moisture, colour and physical form. Ask the factory to identify additives and supply a batch certificate of analysis. Match the proposed grade to an approved sample rather than accepting a similar trade name.

Trial the resin in your actual coating, ink or adhesive formulation. Agree checks for dissolution, clarity, compatibility, film appearance and adhesion. Record packaging, storage conditions and shelf life in the purchase specification.

Chemical hazard classification is the supplier's responsibility, including importers. Assess the exact resin or mixture before supplying it in Great Britain. Ask for the safety data sheet and review the UK REACH position for the actual composition with your chemical compliance adviser.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of dry cellulose acetate butyrate resin under 3912 90 10 90, invoiced at £27,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £28,800. Duty at 6% is £1,728. Import VAT at 20% is charged on the customs value plus duty, £30,528, so it is £6,105.60. Import taxes total £7,833.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,728 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the bag label, batch certificate and purchase specification, including the substitution profile.

Viscosity: test a retained sample using the agreed solvent, concentration and temperature.

Condition: check for wet bags, broken liners, caking, foreign particles and unexpected colour.

Application: compare dissolution and film performance with the approved sample before releasing the batch.

What goes wrong

A nominally equivalent CAB grade can behave differently when its substitution profile or viscosity method differs. Poor dissolution, haze, altered flow or weak adhesion can appear only after mixing into the buyer's formulation. Compare samples under the same conditions before approving a replacement.

Moisture damage and mixed batches can undermine an otherwise acceptable shipment. Keep suspect bags separate, retain labelled samples and reconcile batch records before use. Arrange quality inspection around the agreed specification and application trial.

Frequently asked questions

What is the UK import duty on CAB resin from China?

The supplied tariff facts show 6% under 3912 90 10 90, with no suspension, anti-dumping duty or countervailing duty. Confirm that this code fits the exact resin.

Does CAB resin qualify for the cellulose acetate suspension?

No suspension is shown for the other cellulose esters line used here. A suspension on a named cellulose acetate line should not be assumed to cover CAB resin.

How do I compare a Chinese CAB grade with my existing resin?

Compare acetyl, butyryl and hydroxyl content, then test viscosity by the same method. Trial dissolution, compatibility and film performance in your own formulation.

Why does the tariff show a waste control for CAB resin?

The code has an attached waste measure. Ask your broker whether the consignment is waste and which controls apply; do not treat the tariff flag alone as a resin import ban.
