A silver blank optical disc for storing digital data.

Zero duty on blank optical discs

Read from the UK Trade Tariff on 30 September 2026, heading 8523 covers recording media, including unrecorded optical discs. Blank discs classify by capacity and whether they are erasable. The table separates erasable discs from higher-capacity non-erasable discs even though they share a commodity code.

The relevant blank optical media lines carry 0% duty for goods from China. The supplied tariff data lists no anti-dumping or countervailing duty, suspensions or attached import controls for these lines. Import VAT is normally 20%; see the duty and VAT guide.

Confirm the commodity code using the recording capacity, erasability and confirmation that the discs are unrecorded. For other storage products within this heading, see the USB drives and memory cards guide. For audio recording media, see our blank magnetic audio tape sourcing guide. For video recording media, see our blank video cassette sourcing guide.

Disc format, recording surface and compatibility

Specify the disc format, usable recording capacity, write-once or rewritable construction, supported recording speeds and the drives used by your customers. Agree whether the label face is plain, factory printed or suitable for your printing process. Record these details in the product specification.

Approve samples by recording files across the stated usable capacity and reading them back on the intended equipment. For rewritable discs, include erase and rewrite checks. Agree the cases, spindle packs, label artwork and protection against surface rubbing.

For discs intended for or likely to be used by consumers in Great Britain, general product safety rules require safety in normal or reasonably foreseeable use. Include cracked discs, sharp damaged cases and foreseeable handling in your safety assessment.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20,000 blank recordable optical discs in individual cases under 8523 41 30 00, invoiced at £40,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £41,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £41,500, so it is £8,300. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Recording: write and verify files across the stated usable capacity on production samples, using the agreed recording speed and drives.

Surface: check the recording face for scratches, contamination and coating defects; inspect the centre hole and edges for cracks.

Printing: check artwork against the approved sample, print adhesion and compatibility with the agreed printing process.

Packing: check pack contents, case closures, spindle restraint and protection against rubbing; repeat functional checks at inspection and on arrival.

What goes wrong

A disc can be recognised by a drive yet fail during recording or produce unreadable files afterwards. Sample approval on a supplier's drive alone can miss compatibility problems. Keep the approved media specification and test production samples on the equipment your customers use.

Scratched recording faces, cracked hubs, loose spindle packs and poorly adhering label coatings can make otherwise usable stock unsuitable for sale. Avoid promising archival life from a successful recording test alone; ask for evidence supporting any durability claim.

Frequently asked questions

What is the UK import duty on blank optical discs from China?

The relevant unrecorded optical media lines carry 0% duty. The supplied tariff data lists no anti-dumping or countervailing duty, suspensions or attached import controls.

Do rewritable discs use the same code as write-once discs?

Not always. The capacity-based non-erasable lines exclude erasable discs. Blank erasable optical discs fall within the other unrecorded optical media line; confirm the exact product before declaring it.

How should I test blank discs before shipment?

Record files across the stated usable capacity and verify them by reading back on the intended drives. Check production samples, not just the supplier's approval samples.

What should I specify for printable blank discs?

Agree the printing process, printable area, surface finish, artwork and adhesion checks. Test the approved surface with your actual printing equipment before approving production.
