Begonia tuber duty and import controls

Read from the UK Trade Tariff on 29 September 2026, heading 0601 covers bulbs, tubers and related planting material, dormant, growing or flowering. For Begonia tubers, the relevant candidate lines are 0601 10 90 00 for dormant material and 0601 20 90 00 for material in growth or flower. The table separates order formats that share these codes.

The supplied tariff record shows standard duty of 4% for dormant tubers and 6% for growing or flowering material from China. Both lines have an autonomous tariff suspension at 0.00 %, excluding mixtures, preparations or products made up of different components containing these products. No anti-dumping or countervailing duty is recorded. Ask your customs broker to confirm suspension eligibility for the actual consignment.

The tariff attaches organic import controls to both lines, CITES import and export controls to the dormant line, and CITES export controls to the growing line. Confirm organic requirements with your customs broker and check the exact species against CITES listings. Confirm the commodity code; see the Dahlia tuber guide for wider heading context.

Specifying Begonia tubers and paperwork

Specify the botanical identity, cultivar, flower colour and form, upright or trailing habit, tuber size grade and whether the material must arrive dormant. Agree firm, intact tubers without soft rot, mould or damaged growing points. Describe the packing medium, ventilation and separation of cultivars, and retain a labelled reference sample.

Confirm the plant-health risk category before ordering. Ask the plant-health authority to confirm whether IPAFFS registration, an exporter's phytosanitary certificate, pre-notification, checks and fees apply to the exact material. Ask the grower to match botanical names and batch identity across labels and documents.

If you sell plants online directly to customers buying for personal use, a plant passport is still needed. Plan this before preparing retail packs.

Worked duty example

Illustrative example, not a quote: Illustrative order of 2,000 dormant Begonia tubers; illustrative FOB and freight values under 0601 10 90 00, invoiced at £6,000 free on board, with £900 of freight and insurance to the UK. The customs value is £6,900. Duty at 4% is £276. Import VAT at 20% is charged on the customs value plus duty, £7,176, so it is £1,435.20. Import taxes total £1,711.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £276 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check cultivar labels, batch separation and counts against the order. Flower photographs alone do not establish the identity of dormant tubers.

Condition: check firmness, surface mould, soft patches, shrivelling, cuts and damage to growing points.

Dormancy and packing: check unexpected sprouting, broken shoots, damp packing medium, condensation and crushed cartons.

Performance: agree a sample grow-out to assess emergence and cultivar identity. Record failures by batch using the quality inspection guide.

What goes wrong

An attractive flower photograph can conceal mixed cultivars or poorly graded tubers. Damp packing can leave tubers mouldy or soft, while excessive drying leaves them shrivelled. Premature shoots can break during handling. Agree arrival condition and a grow-out assessment with the supplier.

Paperwork can describe generic bulbs while the cartons contain Begonia tubers with different cultivar labels or growth states. Resolve mismatches before dispatch. Ask your customs broker to confirm the organic control if the supplier proposes organic claims, and confirm the suspension rather than treating the recorded zero rate as unconditional.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
