Bamboo steamer duty and classification

Heading 4419 covers wooden tableware and kitchenware. Bamboo steamers fall within other bamboo kitchenware, subject to confirmation of their materials and construction. The table shows different steamer forms using the same tariff line. See the wooden and bamboo kitchenware guide for the wider heading.

Read from the UK Trade Tariff on 30 September 2026, code 4419 19 00 00 carries 0% duty for goods from China, with no recorded anti-dumping or countervailing duty and no suspension. The supplied tariff record attaches a cultural-object export licence control. Government guidance states that importing objects of cultural interest into Great Britain has no licensing requirement; ask your customs broker to confirm how the attached control is handled.

Confirm the commodity code against the finished steamer, including any non-bamboo components. Bamboo fibre bound with plastic is a different material from bamboo strips; confirm its regulatory treatment with the Food Standards Agency and its customs classification with your customs broker. Food-contact rules still matter when duty is zero.

Specify the basket, lid and food-contact materials

Specify bamboo-strip construction, basket diameter, usable internal height, base slat spacing, rim profile and lid fit. State whether the order includes lids or replacement baskets, and identify any metal fasteners, glue, coating or mould treatment. Approve a sample that fits the cookware your customers use.

Confirm applicable food-contact migration requirements for bamboo, finishes and glues with the Food Standards Agency. Ask for the finish and adhesive specifications and arrange migration testing on finished samples for the intended steaming conditions. Use testing and certification support to agree the test scope.

Agree a steaming, washing and drying trial before production. Check that loaded baskets remain stable, the base supports the intended food and the lid can be removed without pulling the rim apart. Agree care instructions and moisture acceptance criteria against the approved sample.

Worked duty example

Illustrative example, not a quote: 5,000 bamboo steamer baskets; illustrative order, not a quotation under 4419 19 00 00, invoiced at £9,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £10,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £10,200, so it is £2,040. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: assemble baskets and lids from different cartons; check nesting, rim alignment, rocking and compatibility with the agreed cookware.

Construction: inspect base slats, woven lids and rim bindings for loose ends, gaps, protruding fasteners and splinters; repeat the agreed steaming trial on production samples.

Surface: check for cracks, mould, sticky coatings, colour transfer and persistent odour after wetting; compare materials and finishes with the approved sample and test report.

Arrival and packing: record moisture readings, inspect inner cartons for dampness and crushing, and check that baskets have dried before packing. Include these checks in the inspection brief.

What goes wrong

A lid that fits a dry showroom sample may bind after steaming, while poorly secured base slats can loosen during washing. Check production baskets after the agreed wetting and drying trial, including combinations of baskets and lids taken from different cartons.

Damp bamboo packed tightly can arrive mouldy, and rough strip ends can shed splinters during handling. Hold affected stock for assessment, photograph the defects and compare the lot with the approved sample before accepting replacement goods.
