UK duty on backpacks
Read from the UK Trade Tariff on 3 October 2026, heading 4202 includes rucksacks alongside other bags and containers. The selected backpack lines charge 2% for leather, composition-leather or textile outer surfaces and 8% for plastic sheeting. They show no anti-dumping or countervailing duty and no suspensions. The tariff attaches CITES import and export controls to the selected leather and textile lines, and cat-and-dog-fur and seal-product controls to the leather lines. CITES-listed materials require species checks and permits. Cat and dog fur products cannot be imported. Seal products qualifying under the traditional-hunt exemption need a seal catch attestation. For any animal-derived material from China, confirm eligibility and documents with your customs broker before ordering.
Classify the actual outer surface, rather than relying on the supplier's description of the base fabric. Specify the backpack's fabric and load-bearing parts
Specify outer fabric, coating, lining, dimensions, intended load, shoulder-strap padding, strap adjustment, anchor stitching, zip construction and laptop-compartment fit. Approve a signed sample made from the production materials. Agree how the factory will check strap strength, zip operation, colour transfer and any water-resistance claim.
Confirm the applicable consumer-product safety requirements with Trading Standards. For leather parts that contact skin, ask HSE to confirm the applicable UK REACH chromium VI restriction and testing requirements. Ask for a report matched to the leather used in your order, rather than a report for another colour or material.
Worked duty example
Illustrative example, not a quote: 100 textile backpacks, illustrative order only under 4202 92 91 90, invoiced at £4,200 free on board, with £350 of freight and insurance to the UK. The customs value is £4,550. Duty at 2% is £91. Import VAT at 20% is charged on the customs value plus duty, £4,641, so it is £928.20. Inspection checklist
Materials: match the outer surface, coating, lining and leather species against the approved sample and material records.
Straps: inspect anchor stitching, load the backpack as agreed and check for seam opening, buckle failure and adjustment slippage.
Compartments: operate zips with the bag loaded, check lining seams and confirm the intended laptop fits without stretching the closure.
Finish: check colour transfer, coating peeling, exposed sharp hardware and packing damage on arrival. Use the same checks before shipment; see quality inspection.
What goes wrong
A sample can hide weak strap anchors or a lining that tears when the backpack is filled. Material substitutions can change stiffness, coating durability and tariff classification. Record the approved construction and compare bulk goods against it before releasing the balance.
Water-resistant fabric does not prove that seams and zips keep contents dry. Agree a finished-backpack test before approving that claim. For leather or fur trim, unresolved species information can also leave import controls unresolved; settle the material identity before production.
