Sourcing pencil cases from China
Pencil cases from China in the selected heading 4202 lines carry UK duty from 2% to 8%, depending on the outer surface. Consumer pencil cases sold in Great Britain must be safe. Specify the material, usable capacity, zip and print, then inspect bulk goods against an approved sample. Cambridge China Bridge sources pencil cases.

UK duty on pencil cases
Heading 4202 covers bags, cases and similar containers. The selected lines cover pencil cases within its other-container categories, distinguished by outer-surface material and, where applicable, hand-made construction. They are candidate codes to confirm against the finished product. For the wider heading, see backpacks.
Read from the UK Trade Tariff on 29 September 2026, the selected China-origin lines carry 2% duty for textile, leather or composition-leather outer surfaces and 8% for plastic sheeting. They show no anti-dumping or countervailing duty and no suspensions. Textile and leather lines attach CITES import and export controls; leather also attaches cat-and-dog-fur import and export controls and a seal-product import control.
For CITES-listed material imported from China into Great Britain, obtain the applicable import permit and corresponding Chinese export permit. Cat and dog fur and products containing it cannot be imported into Great Britain. Seal products cannot generally be sold there; a certified indigenous-hunt exception exists. Confirm any animal material and supporting documents with your customs broker before ordering. Use our commodity code guide to confirm classification.

Specify the pencil case around its contents
State whether the case is supplied empty, the intended user, internal dimensions, opening width and the stationery it must hold. Approve a sample using your actual pencils, ruler and sharpener. Specify outer fabric or sheeting, coating, lining, zip teeth, slider, pull attachment, seam construction, elastic loops and print placement.
Consumer pencil cases sold in Great Britain must be safe in normal or reasonably foreseeable use. Check detachable zip pulls, sharp hardware and accessible seams when reviewing the sample. Specify your importer name and address and a product or batch reference on the case or packaging for traceability, where reasonable to do so. Retain material details and test reports matched to the approved construction.
Worked duty example
Illustrative example, not a quote: Illustrative order of 2,000 printed textile pencil cases under 4202 92 98 90, invoiced at £6,000 free on board, with £400 of freight and insurance to the UK. The customs value is £6,400. Duty at 2% is £128. Import VAT at 20% is charged on the customs value plus duty, £6,528, so it is £1,305.60. Import taxes total £1,433.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £128 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Capacity: load the agreed stationery and check that the zip closes without forcing the seams or bending contents.
Zip and seams: operate the zip with the case filled, check for lining snagging, and examine seam ends, loose threads and pull attachment.
Material and print: compare the outer surface and lining with the retained sample, rub the print and flex coated folds to check for colour transfer, cracking and peeling.
Arrival and identification: check for dampness, mould, crushing and mixed designs, then verify importer details, product or batch references and carton contents. See quality inspection.
What goes wrong
A case can match the advertised exterior size yet be too short inside because the zip and seam allowances reduce usable space. Lining can catch in the slider, elastic loops can loosen, and printed coatings can crack at folds. Approve a filled sample and record acceptance checks before bulk production.
Material substitution can change both appearance and tariff classification. Keep an outer-material sample with the order specification and compare it with bulk goods before shipment. Ask the factory to correct failures before packing, and repeat the capacity and zip checks when the shipment arrives.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For own-brand ranges, see sourcing for brands.
Frequently asked questions

Give internal dimensions and the actual stationery to be carried. Approve a filled sample that closes freely, with the lining and compartments fitted.
