Sourcing azo initiators and azo compounds from China
Diazo, azo and azoxy compounds from China, including azo polymerisation initiators such as AIBN and the named azo initiators listed in the tariff, pay 0% UK duty on all four lines of heading 2927, with no anti-dumping duty. Many azo initiators are self-reactive substances that decompose with heat, so temperature-controlled transport, GB CLP labels and UK REACH matter.

Self-reactive substances
Many azo initiators decompose when warmed and are classified as self-reactive substances for transport and under the retained CLP Regulation. They need GB labels and a GB-format safety data sheet, approved packaging, and often a control temperature in transit and storage, which the supplier's safety data sheet sets out.
Under UK REACH, a GB importer of one tonne or more a year of a substance generally needs a registration or must rely on one further up the chain.
Worked duty example
Illustrative example, not a quote: 1 tonne of AIBN polymerisation initiator in temperature-controlled packs under 2927 00 00 90, invoiced at £9,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £10,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £10,500, so it is £2,100.
