Zero duty on antibiotics
Read from the UK Trade Tariff on 26 September 2026, antibiotics in heading 2941, whether penicillins, streptomycins, tetracyclines, chloramphenicol, erythromycin or others and their salts and derivatives, carried 0% duty on goods from China, with no anti-dumping measure. Import VAT at 20% is due on the customs value and is recoverable by VAT-registered manufacturers.

MHRA registration, GMP and veterinary rules
Under the Human Medicines Regulations 2012, a business that imports active substances for use in human medicines must be registered with the MHRA, and the substance must be made to good manufacturing practice equivalent to UK standards, in practice ICH Q7. MHRA guidance on importing active substances also sets out when a written confirmation from the exporting country's authority is needed. The manufacturing authorisation holder that uses the substance must audit or rely on an audit of the Chinese site.
Antibiotics for animal medicines fall under the Veterinary Medicines Regulations 2013, administered by the Veterinary Medicines Directorate, which also restricts routine and preventive use of antibiotics in animals. Quality is judged against the British Pharmacopoeia or European Pharmacopoeia monograph, and a certificate of suitability from EDQM is the usual evidence that a supplier's process meets it.
Worked duty example
An invented example rather than a quote: 500 kg of amoxicillin trihydrate active substance, commodity code 2941 10 00 00, bought for £25,000 free on board, with £1,500 of freight and insurance, so £26,500 is the value customs works from. No duty is due on penicillin active substances; import VAT at 20% of £26,500 is £5,300. If you are VAT-registered, that VAT is normally reclaimable. What goes wrong
Antibiotic supply fails on compliance before chemistry. A site's GMP certificate has lapsed or does not cover the substance, the certificate of suitability is for a different grade, or the importer is not registered, so the material cannot be released. Otherwise related substances or residual solvents exceed the monograph, potency drops because of heat or humidity in transit, and beta-lactam material is packed or handled where it can cross-contaminate other products.
Before ordering, check the GMP certificate, the EDQM certificate of suitability and the importer's MHRA registration; then test each lot to the pharmacopoeia monograph for assay, related substances by HPLC and residual solvents to ICH Q3C, ship with temperature loggers, and confirm dedicated handling for penicillins.
