Doxycycline duty and tariff scope

Read from the UK Trade Tariff on 15 October 2026, commodity code 2941 30 00 00 covers tetracyclines, their derivatives and salts within heading 2941. The supplied data records 0% duty for goods from China, no anti-dumping or countervailing measure and no suspension. The table shows doxycycline forms and uses sharing this tariff line, rather than separate commodity codes.

The tariff attaches an export control for waste. Ask your customs broker to confirm its relevance to the shipment, particularly if rejected material is being returned to China. If material becomes waste, check the rules in every country on its route before shipping. This guide concerns usable active ingredient.

Specify the doxycycline form and assay basis

Name the required form explicitly, such as doxycycline hyclate or doxycycline monohydrate. State whether it is intended for human medicines, veterinary manufacture or laboratory work. Agree the applicable pharmacopoeial specification, identity test, assay basis, related substances, residual solvents, water content and particle-size requirements before approving a sample.

For human medicines, active substance importers must register with the MHRA; confirm the applicable good manufacturing practice requirements with the MHRA. Where written confirmation is required, obtain it from the issuing authority in the exporting country. Ask the MHRA to confirm the documentation applicable to your Chinese manufacturing site before shipment.

Request a batch certificate of analysis, the test methods and evidence covering the actual manufacturing site. Agree packaging, storage conditions, transport monitoring and the process for approving changes to the manufacturing route or supplied form.

Illustrative example, not a quote: Illustrative order: 500 kg of doxycycline hyclate active ingredient; values are illustrative, not a quotation under 2941 30 00 00, invoiced at £25,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £26,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £26,500, so it is £5,300. Inspection checklist

Identity: match the supplied doxycycline form, batch number and manufacturer across the container labels, invoice and certificate of analysis.

Chemistry: test identity, assay, related substances, residual solvents and water against the agreed specification; confirm how the assay result is expressed.

Packaging: check seals, inner liners and containers for damage, moisture ingress or signs that the powder has been repacked.

Transport: review the agreed storage conditions and shipment records; hold any affected material for assessment before accepting it.

What goes wrong

A purchase order that says only doxycycline leaves room for the wrong salt or hydrate. Comparing assay results expressed on different bases can also hide a mismatch. A certificate for another batch or manufacturing site does not establish that the delivered material meets your specification.

Heat, moisture, damaged liners and incomplete shipment records can undermine confidence in the batch. Agree independent sampling and acceptance tests before dispatch, and keep disputed material separate while the manufacturer investigates.
