An ambulance used for emergency patient transport.

UK duty on ambulances

Read from the UK Trade Tariff on 30 September 2026, heading 8703 covers vehicles principally designed to transport people. The selected lines have 10% ordinary duty for goods from China and an autonomous suspension at 0.00 % that applies only to ambulances falling under the code. No anti-dumping or countervailing duty is recorded. Ask your broker to confirm the completed vehicle's eligibility for the suspension. Zero customs duty does not itself remove import VAT; see import duty and VAT.

The tariff attaches fluorinated greenhouse gas import controls. Vehicles with air-conditioning are included in pre-charged equipment guidance: obtain the refrigerant specification and ask your broker to confirm the applicable requirements for China imports. Some heading lines also attach waste import controls. If the vehicle may be waste, confirm the shipment route with your broker; notified waste cannot ship before the relevant authorities consent. The file also lists cultural-object and waste export controls.

Classification depends on propulsion, engine capacity, new or used condition and the completed passenger layout. The table descriptions identify possible ambulance lines, rather than interchangeable codes. Send conversion drawings and vehicle specifications to your broker and confirm your commodity code. For the wider heading, see electric cars from China.

Specify the completed ambulance conversion

Describe patient transport or emergency response use, stretcher loading, attendant seating and access around the patient. Specify stretcher make and locking interface, seat restraints, cabinet latches, oxygen-cylinder mounts, washable surfaces and cleaning access. Agree the loaded weight and axle-load checks with the converter. List clinical equipment separately so the vehicle quote clearly identifies what is included.

Specify driving position, lighting, speedometer display, patient-compartment heating and cooling, auxiliary power and external power connection. Request wiring diagrams, conversion drawings, operating instructions and replacement-part arrangements. For electric ambulances, agree a range test with patient-compartment equipment running and the intended load.

Confirm the approval route for the completed ambulance before ordering. Where approval is required, proof is needed to register and tax the vehicle. Do not accept base-vehicle paperwork as evidence covering an undocumented conversion. A vehicle brought into the UK permanently must be reported to HMRC within 14 days, and it cannot be registered before that notification.

Worked duty example

Illustrative example, not a quote: Illustrative small fleet order of new diesel ambulances, not a quotation under 8703 33 19 00, invoiced at £400,000 free on board, with £16,000 of freight and insurance to the UK. The customs value is £416,000. Duty at 10% is £41,600. Import VAT at 20% is charged on the customs value plus duty, £457,600, so it is £91,520. Import taxes total £133,120; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £41,600 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity and documents: match chassis identification, propulsion and conversion drawings to the delivered ambulance, approval evidence where required, instructions and equipment list.

Patient compartment: load and lock the specified stretcher, check attendant access, seat restraints, cabinet latches, cylinder mounts and sharp edges.

Power and climate: operate the agreed equipment together, check auxiliary charging and external power, and test patient-compartment heating and cooling.

Arrival condition: inspect roof joints, door seals, underbody, tyres and conversion fixings for damage or water entry; compare with the pre-shipment inspection record.

What goes wrong

Problems to test for include a stretcher lock that does not match the buyer's equipment, cabinets that open during movement, inaccessible cleaning joints and auxiliary power that cannot support the agreed equipment together. A conversion can also differ from the drawings supplied for approval review.

Make the completed ambulance the acceptance reference. Require written agreement for component substitutions, demonstrate loading and equipment operation before dispatch, and repeat the agreed checks on arrival. Record defects before clinical handover and agree who supplies conversion parts and technical support.
