UK duty on petrol passenger side-by-side UTVs

Read from the UK Trade Tariff on 30 September 2026, heading 8703 covers vehicles principally designed to transport people. This guide concerns petrol side-by-side UTVs with passenger seating, rather than vehicles principally designed to carry goods. The selected spark-ignition lines carry 10% duty from China, with no anti-dumping or countervailing duty recorded. The autonomous suspension applies only to ambulances. Import VAT is normally 20%; see import duty and VAT.

The tariff attaches fluorinated greenhouse gas import controls, plus waste import controls on the selected used lines. For air-conditioned vehicles, obtain refrigerant details and confirm requirements for China imports with your customs broker; imported fluorinated-gas equipment needs correct labelling. For vehicles potentially classed as waste, confirm the China shipment route before loading. For notification-controlled waste, confirm with the competent authorities involved which consents are needed before shipment. The file also lists cultural-object export controls and, on used lines, waste export controls.

These are candidate lines, subject to the vehicle's actual construction. Give your broker the engine capacity, passenger layout, photographs, intended use and new or used condition, then confirm the commodity code. Do not select a passenger-vehicle code merely because the supplier calls the model a UTV. For the wider heading, see petrol passenger quad bikes.

Specify passenger seating and loaded terrain use

Specify the passenger seating layout, seat and restraint mountings, doors or side barriers, roof, windscreen and protective frame. Request drawings showing how these attach to the chassis. Describe the terrain, gradients and passenger load for acceptance tests. Agree service-brake stopping behaviour, parking-brake holding, steering response and suspension clearance under that load.

Name the petrol engine, engine capacity, transmission, drive configuration, cooling system and tyres in the purchase specification. Agree cold-start, hot-restart and loaded running tests. Request access to filters, drive belts, brake parts and cooling components, with an illustrated parts list and maintenance instructions. Include assembly checks where wheels, roof or protective-frame components travel detached.

Separate private-site passenger transport from proposed road use. Ask the approval authority to confirm the route for the exact variant before ordering. If approval is required, proof must accompany the registration application. For consumer sales, demonstrate product safety compliance before selling. Use testing and certification support to organise the evidence for the intended use.

Worked duty example

Illustrative example, not a quote: Illustrative small fleet order of new petrol side-by-side UTVs for passenger transport under 8703 21 10 00, invoiced at £10,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £11,000. Duty at 10% is £1,100. Import VAT at 20% is charged on the customs value plus duty, £12,100, so it is £2,420. Import taxes total £3,520; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,100 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Passenger compartment: check seat fixings, restraint operation, door or side-barrier latches, protective-frame joints and clearance around occupants against the agreed drawings.

Brakes and steering: test service and parking brakes on a controlled route with the agreed passenger load; check steering play, suspension movement and tyre rubbing.

Engine and transmission: check cold starting, hot restarting, gear selection and loaded running; inspect fuel, oil and coolant leaks, cooling behaviour and drive-belt condition.

Arrival and records: compare chassis and engine identifiers, fitted components, instructions and loose parts with the order. Check underbody damage and assembly fixings against the pre-shipment inspection record.

What goes wrong

The delivered vehicle may resemble the sample while using a different engine, transmission or brake assembly. An unloaded demonstration can miss parking-brake weakness, suspension rubbing and overheating with passengers aboard. Loose protective-frame joints, damaged cooling hoses and poorly secured seat mountings deserve checks beyond photographs.

A supplier's road-use description can leave the buyer without evidence for the exact variant. Confirm the approval route before committing, record the agreed components and acceptance conditions, and investigate arrival defects before passenger use. For used vehicles, resolve any possible waste classification before shipment rather than treating a used-vehicle invoice as sufficient.

Frequently asked questions

What is the UK import duty on petrol side-by-side UTVs from China?

The selected petrol passenger-vehicle lines carry 10% duty, with no anti-dumping or countervailing duty recorded. The suspension applies only to ambulances. Import VAT is normally 20%.

Can a Chinese petrol side-by-side UTV be registered for road use?

Confirm the approval route for the exact variant before ordering. If approval is required, submit proof with the registration application. A supplier's road-use claim alone is insufficient evidence.

What should I specify for passenger transport?

Specify seating, restraints, protective-frame attachments, side barriers, engine, transmission and tyres. Agree loaded braking, gradient, steering and cooling tests for the intended terrain.

What should I check when the UTVs arrive?

Match identifiers and components to the order, inspect transit damage and assembly fixings, check seats and restraints, then test brakes, steering, starting and loaded running against the agreed inspection record.
