Sourcing activated lignite adsorbents from China

Activated lignite adsorbents classified as activated carbon carry 0% UK duty across the relevant lines, with no recorded trade remedy. Before sale in Great Britain, substances must be correctly labelled and packaged. Confirm the waste control route for spent material. Cambridge China Bridge sources activated lignite adsorbents.

Duty and waste controls for activated lignite

Read from the UK Trade Tariff on 2 October 2026, heading 3802 covers activated carbon, activated natural mineral products and animal black. Ordinary activated lignite carbon falls within other activated carbon, 3802 10 00 90. The table shows different product forms sharing that line, rather than separate tariff subdivisions. The relevant activated-carbon lines carry 0% duty for goods from China, with no recorded anti-dumping or countervailing duty and no listed suspension.

The tariff attaches waste import controls and also flags waste export controls. For a China-to-England consignment subject to waste notification controls, shipment can begin only after consent from the Environment Agency and the other competent authorities involved. Ask your customs broker to confirm whether your batch is waste and which requirements apply before dispatch, particularly for spent or contaminated adsorbent.

Confirm the composition and activation process through our commodity code guide. Specialised vapour-recovery grades and polyethylene mixtures have separate descriptions; do not classify solely from the name lignite. See the wider activated-carbon and filter-aid guide. Import VAT is normally 20%; see UK import duty and VAT.

Specify lignite feedstock and adsorption performance

Specify lignite feedstock, the activation process, powder or granule form, any pellet binder, acid washing and whether reactivated material is acceptable. Agree moisture, ash, particle-size distribution, apparent density and granule strength against an approved sample. Test adsorption using the contaminant and operating conditions of your process; an iodine result alone should not replace that trial.

Before sale in Great Britain, substances and mixtures must be correctly labelled and packaged. Arrange a competent review of the grade's classification. UK REACH registration is per substance and legal entity, so check substance identity and annual import volume with your adviser. Obtain a self-heating test report for the exact grade before booking freight and confirm any dangerous-goods handling requirements with the relevant transport authority.

Worked duty example

Illustrative example, not a quote: Illustrative: one tonne of granular activated lignite adsorbent under 3802 10 00 90, invoiced at £2,500 free on board, with £2,500 of freight and insurance to the UK. The customs value is £5,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,000, so it is £1,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match batch labels, feedstock declarations, activation records and the certificate of analysis to the ordered lignite grade.

Performance: compare independent adsorption, moisture and ash results with the agreed specification and retained sample.

Physical condition: check particle size, fines, granule strength and apparent density; inspect bags for leakage, dampness and broken seals.

Documents: match the batch to its safety data sheet and transport assessment, and resolve any waste-status question before release. Use testing and certification support to agree the laboratory brief.

What goes wrong

A supplier may substitute another carbon feedstock or blend in reactivated material without agreement. Excess moisture distorts delivered weight, while weak granules create dust and can obstruct the filter bed. Similar-looking samples may perform differently against your actual contaminant, so retain an approved sample and test the delivered batch before accepting it.

A generic transport report or a certificate for another grade leaves the shipment assessment unresolved. Spent adsorbent offered for recovery also needs a separate waste-control check. Keep disputed material segregated while you compare the batch records and laboratory results with the purchase specification.

Frequently asked questions

What is the UK import duty on activated lignite adsorbents from China?

The relevant activated-carbon lines carry 0% duty. Ordinary activated lignite carbon is covered by 3802 10 00 90, with no recorded anti-dumping or countervailing duty in the supplied tariff snapshot.

Are activated lignite adsorbents dangerous goods?

Confirm with the relevant transport authority whether the grade's self-heating properties call for dangerous-goods handling. Ask for the exact grade's self-heating test report and agree its transport assessment before booking freight.

How should I compare activated lignite samples?

Compare moisture, ash, particle size, density and granule strength, then run an adsorption trial against your actual contaminant. Keep the approved sample for comparison with the delivered batch.

Can I import spent lignite adsorbent from China?

Ask your customs broker to confirm its waste status and control route. For notified waste entering England, shipment starts only after consent from the Environment Agency and other competent authorities involved.
