Sourcing powdered activated carbon from China
Powdered activated carbon from China carries 0% UK duty across the relevant lines, with no anti-dumping or countervailing duty listed. For public drinking-water use, confirm the applicable compliance route with the relevant drinking-water authority; industrial suitability alone is insufficient. Cambridge China Bridge sources powdered activated carbon.

Zero duty on powdered activated carbon
Read from the UK Trade Tariff on 2 October 2026, heading 3802 covers activated carbon, activated natural mineral products and animal black. Pure powdered activated carbon falls within 3802 10 00 90; powder mixed with polyethylene has the separate line 3802 10 00 10. The table shows raw-material variants sharing the pure-carbon code. These relevant lines carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension listed.
The tariff attaches import and export waste controls to these lines. For waste shipped under notification controls, the authorities of dispatch, destination and transit must consent before shipment. The China-specific requirement for a particular carbon consignment remains to be confirmed with the customs broker. Ask the supplier whether the powder is virgin, reactivated or spent, and have the broker confirm whether waste controls apply before dispatch.
Confirm the composition, activation process and intended use before choosing the commodity code. Import VAT is normally 20%; see UK import duty and VAT. For other carbon forms and mineral filter aids, use the wider activated carbon guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Wood-based powdered activated carbon | 3802 10 00 90 | 0% | None |
| Powder mixture of activated carbon and polyethylene | 3802 10 00 10 | 0% | None |
Specify adsorption, particle size and end use
State the feedstock, activation method and whether reactivated material is acceptable. Agree particle-size distribution, moisture, ash, apparent density and adsorption performance. Ask the laboratory to assess a sample in your actual liquid and filtration process: iodine number alone does not establish decolourisation, contaminant removal or ease of filtration.
For public drinking-water treatment by water companies in England and Wales, confirm the applicable water-quality compliance route with the relevant drinking-water authority. Ask whether conformity to the appropriate standard and all specified national conditions removes the need for individual product approval, and whether the proposed grade requires approval. Do not treat an industrial-grade certificate as evidence of drinking-water suitability.
Check UK REACH registration responsibilities before ordering; registration is assessed per substance and legal entity. Before placing the chemical on the Great Britain market, ensure correct labelling and packaging under the chemical classification, labelling and packaging rules. Ask for the exact grade's self-heating test report before booking freight, and have the carrier confirm whether dangerous-goods transport requirements apply.
Worked duty example
Illustrative example, not a quote: 20 tonnes of powdered activated carbon; illustrative order, not a quotation under 3802 10 00 90, invoiced at £30,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £32,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,500, so it is £6,500. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match the batch, feedstock, activation method and declared additives against the approved sample and purchase specification.
Performance: independently compare adsorption, moisture and ash with the agreed limits; repeat the application trial where a grade or process has changed.
Powder handling: check particle-size distribution, clumping, wetting and filtration behaviour using the receiving plant's process.
Packaging: check bag seals, liners, moisture damage, leakage and batch traceability; reconcile the delivered weight with the packing list.

What goes wrong
A powder can meet its iodine specification yet perform poorly in the buyer's liquid. A changed feedstock or activation process can alter the result. Excess fine material may pass through the chosen filter or slow filtration, while damp powder clumps and makes consistent dosing harder.
Undeclared reactivated material, excess ash and moisture can undermine the agreed grade. Keep a retained sample and compare arrival tests with the approved sample before accepting a disputed batch. Use testing and certification support to agree the laboratory work before production.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on powdered activated carbon from China?
The relevant activated-carbon lines carry 0% duty, with no anti-dumping or countervailing duty listed in the supplied tariff snapshot. Import VAT is normally 20%.
Can Chinese powdered activated carbon treat public drinking water?
For water-company use in England and Wales, confirm the applicable standard and national conditions or individual product approval where required. An industrial-grade certificate alone is insufficient.
Is iodine number enough to approve powdered activated carbon?
No. Also agree particle-size distribution, moisture and ash, then trial the powder in your actual liquid and filtration process against the approved sample.
Does powdered activated carbon need dangerous-goods shipping?
Confirm this with the freight forwarder for the exact grade. Obtain its self-heating test report and have the freight forwarder confirm its transport classification before booking.
