Activated carbon and filter aids from China

Activated carbon, activated diatomaceous earth and other activated minerals of heading 3802 from China pay 0% UK duty with no anti-dumping duty. Carbon for public drinking water needs a product approved under regulation 31 of the Water Supply (Water Quality) Regulations 2016, and some grades ship as UN 1362 dangerous goods. Zero duty across heading 3802

Read from the UK Trade Tariff on 26 September 2026, activated carbon, including chemically activated carbon for vapour recovery and powdered mixtures with polyethylene, and activated natural minerals such as flux-calcined diatomaceous earth and activated clays, carried 0% duty on goods from China, with no anti-dumping measure. Import VAT at 20% is still due on the customs value.

Natural diatomite that has not been activated is in heading 2512, carbon black in 2803 and charcoal that has not been activated in 4402, so the word "activated" on the certificate matters. Filter cartridges and water filters made up with carbon are classified as filters in chapter 84, not as carbon. Confirm the commodity code.

Drinking water, dangerous goods and REACH

Carbon used by water companies in England and Wales to treat public drinking water must be a product approved under regulation 31 of the Water Supply (Water Quality) Regulations 2016, listed by the Drinking Water Inspectorate, and is normally specified to BS EN 12915-1 for granular or BS EN 12903 for powdered carbon. A Chinese grade without that approval can still sell for industrial, air, gold recovery or wastewater use, but not into public supply.

Activated carbon is listed as UN 1362, class 4.2, because some grades self-heat in bulk. A grade that passes the self-heating test of the UN Manual of Tests and Criteria can ship as non-dangerous, so ask for that test report on the exact grade before booking freight. Worked duty example

An invented example rather than a quote: 20 tonnes of coconut-shell granular activated carbon, commodity code 3802 10 00 90, bought for £30,000 free on board, with £2,500 of freight and insurance, so £32,500 is the value customs works from. No duty is due on activated carbon; import VAT at 20% of £32,500 is £6,500. If you are VAT-registered, that VAT is normally reclaimable. The real costs sit elsewhere: bulk bags, dangerous goods handling if the grade has not passed the self-heating test, and the laboratory tests on arrival. What goes wrong

Activated carbon fails on adsorption and on what it is made from. The iodine number is below the grade ordered, ash is high because coal-based carbon has been sold as coconut shell, reactivated carbon is mixed in, and weak granules break down to dust that blinds filters and blackens the first water through. Wet carbon arrives heavy, so the buyer pays for water by the tonne.

Test each lot at an independent laboratory for iodine number to ASTM D4607, moisture to ASTM D2867, total ash to ASTM D2866, apparent density to ASTM D2854, particle size to ASTM D2862 and ball-pan hardness to ASTM D3802, and check pH to ASTM D3838 where the carbon is acid washed. Compare the results with the approved sample and the data sheet before paying the balance.
