Sourcing A2 tool steel bars from China
A2 tool steel bars from China carry UK tariff rates from 0% to 50%, depending on their processing condition. Confirm the tool-steel commodity line from the mill certificate and finishing route; the hot-rolled line's anti-dumping measure concerns high-fatigue-performance rebar. Cambridge China Bridge sources A2 tool steel bars.

A2 bar duty depends on its processing condition
Read from the UK Trade Tariff on 1 October 2026, heading 7228 covers other alloy steel bars and rods, sections and hollow drill bars. For A2 tool steel bars from China, the selected hot-rolled, forged and other tool-steel lines show 0%; the cold-formed or cold-finished tool-steel line shows 50%. The selected lines list no suspensions or attached import controls.
The hot-rolled tool-steel line records a residual anti-dumping rate of 22.50%. The reference guide explains that this measure applies to high-fatigue-performance concrete reinforcing bar, with other bars declared using additional code 8W01 and paying no anti-dumping duty. It also explains zero-duty quota availability for cold-finished tool steel. Ask your broker to confirm the exemption and any quota claim before shipment.
Confirm the commodity code using the chemistry and actual processing route, rather than the supplier's A2 label alone. Ask your customs broker whether the selected lines fall within the UK carbon border adjustment mechanism and when any obligations apply; request mill emissions data for future imports if relevant. For the wider heading, see the D2 tool steel bars guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Tool steel bars, not further worked than hot-rolled, hot-drawn or extruded | 7228 30 20 00 | 0% | 22.50% residual anti-dumping |
| Tool steel bars, not further worked than forged | 7228 40 10 00 | 0% | None |
| Tool steel bars, not further worked than cold-formed or cold-finished | 7228 50 20 00 | 50% | None |
| Other tool steel bars, other processing conditions | 7228 60 20 90 | 0% | None |
Specify A2 chemistry, condition and machining allowance
Write A2 into the purchase specification with the agreed grade standard and chemical composition. Ask the mill to identify the standard behind any proposed equivalent and obtain your toolmaker's approval before accepting a substitution. Specify round or flat section, dimensions, straightness, delivery condition and whether surfaces are black, peeled or ground.
For annealed stock, agree the delivery hardness, machining allowance and acceptable surface decarburisation. For stock supplied after heat treatment, agree hardness and distortion checks. Request a mill inspection certificate with heat number, chemistry, condition and test results, and agree ultrasonic testing where internal soundness matters. Use factory verification to check the mill's production and testing capability.
Worked duty example
Illustrative example, not a quote: Illustrative stockholder order of forged A2 tool steel bars in assorted sizes under 7228 40 10 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Heat identity: match bar markings and bundle tags to the mill certificate, and keep different heats identifiable after cutting.
Chemistry and condition: independently sample each heat for chemistry and hardness against the agreed A2 specification; review the recorded heat treatment condition.
Dimensions and surfaces: check section size, ovality where relevant, straightness and machining allowance; inspect for rust, seams, cracks and evidence of surface decarburisation.
Packing: check moisture protection, secure restraint and readable heat tags. For wood packaging, check for a legible ISPM15 mark, which government guidance says meets the standard. Plan checks using the quality inspection guide.

What goes wrong
An A2 description on an invoice does not establish the agreed chemistry or delivery condition. Mixed heats, missing certificates and unapproved substitute grades leave the toolmaker unable to predict hardening response. Surface decarburisation or internal defects may become apparent only after machining and heat treatment. Keep a retained sample and release stock against the agreed inspection results.
A quote can also describe cold-finished material while assuming a hot-rolled tariff line. That changes the duty position. Have the broker review the processing description and certificate before dispatch, and check the rebar exemption or quota position where relevant. Budget import VAT at 20% and use UK import duty and VAT for the calculation method.

Frequently asked questions
What is the UK import duty on A2 tool steel bars from China?
The supplied tariff snapshot shows 0% for the selected hot-rolled, forged and other tool-steel lines, and 50% for cold-formed or cold-finished tool-steel bars. Processing condition determines the line.
Does the hot-rolled A2 line attract anti-dumping duty?
It records 22.50%, but the reference guide limits the measure to high-fatigue-performance rebar. Other bars use additional code 8W01 and pay none. Ask your broker to confirm the declaration.
What should an A2 mill certificate show?
Ask for the heat number, agreed grade standard, chemical composition, delivery condition and test results. Match the certificate to the bars and independently check chemistry and hardness.
Can I accept a Chinese equivalent instead of A2?
Ask for the proposed grade standard, chemistry and heat treatment information. Obtain your toolmaker's approval and compare sample results with your specification before agreeing to substitute it.
