Sourcing H13 tool steel bars from China
H13 tool steel bars from China have listed UK duty rates of 0% to 50%, depending on processing. Classify the actual delivered bar, rather than relying on the H13 name; check quota treatment for cold-finished bars and the rebar exemption for hot-rolled bars. Cambridge China Bridge sources H13 tool steel bars.

Duty depends on how the H13 bar is processed
Read from the UK Trade Tariff on 24 October 2026, heading 7228 covers other alloy steel bars and rods, sections and hollow drill bars. For H13 bars, the relevant tool-steel lines distinguish hot-rolled, forged, cold-finished and other processing. Confirm the delivered condition using mill records and the commodity code guide.
The supplied snapshot lists 0% for the hot-rolled, forged and other tool-steel rows above, and 50% for cold-finished tool steel. The published reference guide describes 0% quota treatment for the cold-finished line; confirm availability with your broker. The hot-rolled line records 22.50 % residual anti-dumping duty, but the reference guide limits it to high-fatigue-performance rebar: other bars use exemption code 8W01. No countervailing duty, suspensions or attached import controls are recorded for these rows.
The snapshot marks these rows as not flagged for the steel measure, despite the cold-finished rate and the reference guide's quota explanation. Have your broker reconcile the live measures before shipment. Confirm with HMRC or your customs broker whether and when these steel lines fall within UK CBAM; request supplier emissions data when planning later imports. See the wider alloy steel bars guide.

Specify H13 grade, condition and machining allowance
Write H13 into the purchase specification alongside the agreed grade definition, chemistry acceptance criteria and intended tooling application. Specify round, square or flat section, cut length, dimensional tolerances, straightness and machining allowance. Describe the delivery condition explicitly, including whether the bars are annealed or supplied after another agreed heat treatment.
Ask for heat-linked mill certificates showing chemistry, delivery condition and test results. Agree hardness acceptance, surface decarburisation checks and ultrasonic examination where internal soundness matters. Set sampling and rejection criteria before production. Keep the chemistry, hardness and inspection records with the stock you sell.
UK REACH generally applies to substances on their own, in mixtures or in articles. Before importing or selling, establish how the supplied bar and any surface treatment are treated under REACH and which obligations apply to your role.
Worked duty example
Illustrative example, not a quote: 20 tonnes of forged H13 tool steel bars, illustrative order under 7228 40 10 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Traceability: match each bar or bundle's heat identification to the mill certificate, packing list and ordered H13 specification. Compare chemistry and reported condition with the agreed acceptance criteria.
Condition: check sampled hardness against the ordered delivery condition. Review agreed ultrasonic results and inspect for cracks, seams, scale, pitting and surface decarburisation evidence.
Dimensions: measure section size and cut length; check round-bar ovality, straightness and the machining allowance. Record results before cutting or mixing heats.
Packing and origin: photograph wet wrapping, rust and handling damage. Retain upstream material records because traders may be asked for supply-chain evidence at the border. Include contractual assurances that imports are not of Russian origin.

What goes wrong
An H13 label without agreed chemistry and delivery condition leaves room for substitution or a bar that machines and hardens differently from the approved sample. Mixed heats, lost markings, internal defects and decarburised surfaces can remain unnoticed until machining or heat treatment. Keep suspect material separate and compare it with the agreed specification before use.
A supplier's description of forged bar may omit subsequent cold finishing, changing the tariff classification. Equally, a listed anti-dumping measure can be mistaken for a charge on every hot-rolled bar. Give your broker the actual processing history and confirm the declaration treatment before dispatch.

Frequently asked questions
What is the UK import duty on H13 bars from China?
The snapshot lists 0% for hot-rolled, forged and other tool-steel bars, and 50% for cold-finished tool steel. Confirm quota treatment and the hot-rolled rebar exemption with your broker.
Does anti-dumping duty apply to H13 tool steel bars?
The hot-rolled tool-steel line lists 22.50 % residual duty. The reference guide limits this measure to high-fatigue-performance rebar; other bars declare exemption code 8W01. Confirm the declaration with your broker.
What should an H13 mill certificate show?
Ask for the heat number, chemistry, delivery condition and agreed test results. Match the certificate to the bar markings and purchase specification; agree hardness and internal-soundness checks separately.
Can I accept another grade described as equivalent to H13?
Approve substitution only after comparing the proposed grade definition, chemistry, delivery condition and test evidence with your tooling requirements. Record the approved change in the purchase specification.
