Sourcing D3 cold-work tool steel bars from China
D3 cold-work tool steel bars from China have listed UK duty rates of 0% to 50%, depending on processing condition. Cold-work describes the tool's use; it does not establish that the bar is cold-finished. Confirm the manufacturing route and match each heat to its certificate. Cambridge China Bridge sources D3 cold-work tool steel bars.

D3 bar duty depends on processing condition
Read from the UK Trade Tariff on 1 October 2026, heading 7228 covers other alloy steel bars and rods, sections and hollow drill bars. For D3 tool steel bars, the supplied tariff lists 0% for the hot-rolled, forged and other tool-steel lines shown here, and 50% for the cold-formed or cold-finished line. The reference guide identifies a 0% quota route for cold-finished tool steel; confirm availability with your broker.
The hot-rolled tool-steel line lists 22.50% residual anti-dumping duty. The reference guide explains that this measure covers high-fatigue-performance concrete reinforcing bar, with other bars declared using additional code 8W01. Ask your broker to confirm this treatment for D3 bars. The selected lines show no countervailing duty, suspension or attached import control in the supplied snapshot.
Confirm the commodity code using the chemistry, section and actual processing history, including any machining or grinding. Annealed condition alone does not settle classification. Our D2 tool steel bar guide provides related coverage of heading 7228. See UK import duty and VAT for the calculation method.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| D3 tool steel bars, only hot-rolled, hot-drawn or extruded | 7228 30 20 00 | 0% | 22.50% residual anti-dumping |
| D3 tool steel bars, only forged | 7228 40 10 00 | 0% | None |
| D3 tool steel bars, only cold-formed or cold-finished | 7228 50 20 00 | 50% | None |
| Other D3 tool steel bars, further worked | 7228 60 20 90 | 0% | None |
Specify D3 chemistry, annealing and machining allowance
State D3 explicitly and agree the chemical composition specification rather than accepting an unverified equivalent grade. Specify round or flat section, dimensions, tolerances, straightness, delivery condition and machining allowance. For annealed stock, agree an acceptance hardness and the test method. Ask the mill to record whether the bars were rolled, forged, peeled or ground.
Request a heat-linked inspection certificate showing chemistry, delivery condition and test results. Agree checks for decarburisation, carbide distribution and internal soundness where these affect your tooling. Use a trial piece to assess machining and heat-treatment response before releasing the batch. Arrange testing and certification support where independent checks are needed.
When selling the bars, information included on labels must be accurate. Keep grade and condition descriptions consistent with the heat records. For imports planned from 1 January 2027, confirm with HMRC or your customs broker whether these steel lines fall within the UK carbon border adjustment mechanism; ask the mill for emissions data and review the UK carbon border guide before future imports.
Worked duty example
Illustrative example, not a quote: Illustrative mixed-size consignment of forged D3 bars for a toolmaking business under 7228 40 10 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match bar and bundle heat markings to the certificate and order; retain traceability when bars are cut.
Chemistry and condition: independently check sampled material against the agreed D3 composition and annealed hardness; review the mill's heat-treatment records.
Dimensions and soundness: measure section, straightness and machining allowance; check rust, seams, cracks and any agreed internal-defect testing.
Packing: check moisture protection, restrained bundles and solid wood bearer markings. Wood packaging with a legible ISPM15 mark meets the standard and needs no phytosanitary or treatment certificate.

What goes wrong
A supplier offers an equivalent grade without demonstrating the agreed chemistry, bundles lose their heat identity, or annealed bars machine inconsistently. Surface decarburisation and internal defects can become apparent only after machining or hardening. Agree acceptance criteria and trial-piece checks before shipment, then hold suspect material separately on arrival.
A customs error arises when cold-work tooling is confused with cold-finished stock, or processing after forging is omitted from the declaration. Send the broker the mill certificate and manufacturing route before dispatch. For cold-finished bars, check the quota position and budget for the listed 50% rate if relief is unavailable.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on D3 tool steel bars from China?
The selected lines list 0% for hot-rolled, forged and other tool-steel bars, and 50% for cold-finished bars. A quota route may reduce the latter to 0%; confirm the code and quota with your broker.
Does cold-work D3 mean the bars are cold-finished?
No. Cold-work describes the tooling application. Obtain the bar's manufacturing route and finish to establish whether it is hot-rolled, forged, cold-finished or further worked.
Do D3 bars attract the rebar anti-dumping duty?
The hot-rolled line lists 22.50%, but the reference guide limits the measure to high-fatigue-performance rebar. Other bars use additional code 8W01; ask your broker to confirm the declaration.
What should I ask the Chinese mill to supply?
A heat-linked certificate, agreed D3 chemistry, delivery condition, hardness results and processing history. Specify dimensions, machining allowance and any decarburisation or internal-soundness checks.
