Should my China freight invoice include UK VAT?
Some services may carry UK VAT, while qualifying import transport and related services are zero-rated. Check the actual supply, route and destination before accepting the tax treatment. Keep service VAT separate from import VAT and query errors before reclaiming. Shipment records can be gathered with Cambridge China Bridge.

Identify what the forwarder supplied
Ask for descriptions behind labels such as freight, handling, clearance and administration. HMRC says forwarders must consider individual services, but a package may constitute a single supply whose treatment follows its overall essential nature. Separate invoice lines alone do not settle that question.
Make a review sheet showing each charge, supplier, work performed, location, shipment reference and stated VAT treatment. Ask whether the forwarder supplied the service itself or arranged it as an intermediary. Use checking a freight invoice against the quote for measurements, extras and duplicate charges.
Check the place of supply first
For a UK supplier serving a UK business customer, freight and related services are normally treated as supplied in the UK. A service performed wholly outside the UK is outside the scope of UK VAT. Identify the actual service before applying that exception to a China collection charge.
Ask the issuer to explain the place of supply and the relevant HMRC guidance. For UK supplies, standard-rating applies unless a zero-rating provision applies. If an overseas supplier issued the invoice, ask your accountant to check who accounts for the tax rather than inferring the answer from a missing VAT line.
Trace the import journey and handling
China-to-UK goods transport is zero-rated where its place of supply is the UK. Transport, handling and storage connected with the import journey to the stated UK destination can also qualify. That destination is the furthest UK place specified when the goods are imported. Compare the consignment documents with the invoiced delivery address.
The import-journey relief does not cover later transport after arrival at that destination. Handling or storage after unloading needs a separate qualifying basis. Cargo handling and storage have additional reliefs with conditions, including location restrictions. Ask which provision supports each charge and what documents demonstrate eligibility; neither a UK location nor a handling label settles the treatment.
Keep service VAT separate from import VAT
Service VAT concerns the supply of freight or handling. Import VAT concerns the imported goods; ask your customs broker or HMRC to confirm which transport and other incidental costs belong in its taxable value, including costs of zero-rated freight services. Inclusion in that calculation does not by itself determine the service's VAT treatment.
Ask the forwarder to separate VAT on its services from import VAT advanced on your behalf. Match the latter to the import declaration and your import VAT certificate or postponed accounting statement. See VAT on imports from China for recovery evidence and checking an import declaration when the customs figures need investigation.

Request an explanation or correction before reclaiming
Send a written query: “Please explain the VAT treatment of each service, whether charges form a single supply, and the HMRC provision and shipment documents supporting your treatment. If VAT was charged incorrectly, please provide a corrected invoice or appropriate credit note linked to the original and confirm any refund.” Attach the invoice and consignment documents.
HMRC says tax wrongly charged on an outside-scope, exempt or zero-rated supply is not input tax. Seek repayment from the supplier rather than treating payment as proof of reclaim entitlement. If a return is due or a claim has already been made, ask your accountant to check the correction procedure. Cambridge China Bridge's staff in China can help obtain packing and dispatch records for shipments we handle.
Frequently asked questions
Is all freight from China free of UK VAT?
Qualifying China-to-UK transport is zero-rated where the place of supply is the UK. Check separately supplied handling, storage and later delivery rather than applying that treatment to the whole bill.
Should UK handling charges include VAT?
They can be zero-rated if the relevant import-journey or cargo-handling conditions are met. Ask what work was done, where it happened and which HMRC provision applies.
Why is there import VAT when freight is zero-rated?
Import VAT concerns the goods. Ask your customs broker or HMRC to confirm which transport costs belong in its taxable value and how to treat those costs when the freight service is zero-rated.
Can I reclaim VAT charged incorrectly by a forwarder?
Tax wrongly charged on a zero-rated, exempt or outside-scope supply is not input tax. Ask the issuer for an explanation, correction and any refund before making a claim.
