Can I get retrospective inward processing approval?

Yes, but HMRC grants retrospective inward processing authorisation only in exceptional circumstances. You need records showing eligibility, business need, proper use of the procedure and reasonable grounds for missing prior approval. Cambridge China Bridge can help gather factory-side component records.

Already imported does not mean automatically excluded

HMRC allows an application after import, even where the goods have already been exported. Approval is exceptional, and HMRC must not have granted you retrospective authorisation in the previous 3 years. Treat this as a request requiring evidence, rather than an automatic correction of a missed application.

This guide addresses missed authorisation. For planning future shipments, read inward processing checks before importing components.

Explain why prior authorisation was missed

Your records must demonstrate that the goods are eligible, there is a business need, you followed the inward processing procedure properly and reasonable grounds prevented prior authorisation. Lack of knowledge alone does not qualify.

Prepare a dated account of what happened, supported by correspondence and existing records. Explain the obstacle to applying beforehand, rather than simply the duty saving you now want. Ask your customs adviser to identify gaps before submission; do not invent a justification or rewrite historical documents.

Check the requested start date

The maximum retrospective period is 12 months before the application date, reduced to 3 months for sensitive goods. For retrospective renewal of an expired authorisation, HMRC says the authorisation can be backdated to the previous expiry date. Distinguish a renewal request from a first application.

Ask your adviser to check whether the components are sensitive and compare each import date with the requested start date. Keep imports outside the requested period visible in your working list rather than quietly grouping them with eligible entries.

Build the application around identifiable imports

HMRC requires a letter explaining why retrospective authorisation is needed and a list of imports to include. Apply through its online authorisation service, or use the inward processing print and post form if you cannot apply online.

Build a working file connecting declarations, invoices, component descriptions, factory batch references, processing records and export evidence where relevant. Flag missing links honestly. Our inward processing records and re-export guide helps organise the underlying records. Cambridge China Bridge’s staff in China can help request component and batch documents from the factory.

Approval still leaves declaration work

If HMRC grants retrospective authorisation, you must amend declarations and update records. Once an import declaration has cleared, you cannot amend it in your declaration software. HMRC’s correction guidance allows up to 3 years for amendment, measured from declaration acceptance or a control being applied to the goods, whichever is earlier. This is a separate clock from authorisation backdating.

Give your declarant the approval and agree the correction route for each entry. If withdrawal is needed to change the customs procedure, permission from the supervising office is required first. Keep the original entry, approval and correction outcome together. See correcting a customs declaration after clearance.

Frequently asked questions

Can I apply after the components have been exported?

Yes. HMRC permits an application even after export, but approval remains exceptional and requires supporting records.

Is not knowing about inward processing a reasonable ground?

Not by itself. HMRC expressly says lack of knowledge alone does not qualify. Explain what prevented prior authorisation and support it with existing evidence.

How far back can inward processing approval go?

Normally no more than 12 months before application, or 3 months for sensitive goods. Retrospective renewal can be backdated to the previous authorisation’s expiry date.

Does approval automatically correct my import declarations?

No. You must amend declarations and update records after approval. Ask your declarant to agree the appropriate correction route with HMRC.
