How to report reusable pallets and crates under EPR
For large-producer EPR reporting, reusable packaging must be designed for repeated use and have a producer-created reuse system. Report its first supply, including its weight in the relevant activity and separate reusable data. Keep later movements traceable. Factory packaging evidence can be gathered by Cambridge China Bridge.

Check the packaging and the reuse system
A durable crate or a supplier’s description of a pallet as returnable does not establish eligibility. GOV.UK requires packaging designed for repeated reuse or refilling and a reuse system created by the producer. Write down who collects it, where it returns, how it is checked and how it is put back into use. Ask your reporting adviser to review that arrangement. Start with our EPR scope guide if you have not established your reporting position.
Identify who supplies it
If you hire or loan unfilled packaging to another organisation, report it as hired or loaned on its first supply. Do not report packaging you hire or borrow from another organisation under that activity. Ask the pool operator for evidence of the arrangement and distinguish its assets from packaging you supply yourself. Our returnable-pallet delivery guide covers the operational handover.
Prepare the first-supply entry
Report reusable packaging when you first supply it. Include its weight in the relevant packaging activity and separately identify reusable packaging, split between primary and non-primary. GOV.UK also says you should distinguish household and non-household reusable packaging. In your working file, connect each entry to the packaging identity, material, weight evidence and first-supply date. Use our reporting-file guide for the wider submission workflow.
Track subsequent circulation separately
Keep a movement ledger as practical support for your reuse claim: packaging identity or traceable batch, dispatch, recipient, return, inspection, repair, redeployment and withdrawal. Attach delivery and return documents, and reconcile movements with stock held by your business and customers. Keep later trips distinguishable from newly introduced packaging so routine dispatch totals do not become repeated first-supply entries. Ask the operator to resolve missing returns or uncertain asset histories before you finalise the file.

Ask the Chinese factory for usable evidence
Ask for material specifications, empty packaging weights, dated photographs, identifying marks and instructions for handling, cleaning and repair. Agree how replacement pallets or crates will be identified so they can be distinguished from returning assets. Cambridge China Bridge’s staff in China can help gather factory evidence; keep the UK circulation ledger with the team managing returns. Our packaging sourcing guide covers the wider factory specification.
Frequently asked questions
Does a returnable label make a pallet reusable for EPR?
No. It must be designed for repeated reuse or refilling, and the producer must have created a reuse system. Ask for the return and redeployment arrangements.
Do I report the same crate on every trip?
Report reusable packaging on its first supply. Keep later movements distinguishable in your ledger so circulation is not counted as fresh first supply.
Do I report pallets borrowed from a pallet pool?
Do not report packaging you hire or borrow from another organisation as hired or loaned. Confirm the arrangement with the pool operator and check your other packaging activities separately.
What records should I keep for returned crates?
Keep traceable dispatch, return and redeployment records, supported by delivery documents and stock reconciliation. Record repairs and withdrawals so the asset history remains clear.
