Keep the examination evidence intact

Keep any examination notice, enclosed letter, resealing tape, customs label, outer packaging and cushioning with the damaged item. Photograph them in place before separating them. Save tracking history and record when you received the parcel and discovered the damage. For delivery photographs and damage notices, use our transit damage guide.

Photograph cuts, punctures, crushed areas and displaced cushioning so their position relative to the product is clear. Keep original photographs and send copies. Avoid repair or disposal before asking the investigating party about inspection, unless action is needed for safety or to prevent further damage; record any necessary action.

Establish who handled the parcel

Ask the delivery company to identify the examination location, examining organisation and parties that opened, repacked and resealed the parcel. Request available handover records, condition photographs and examination references. Read the enclosed notice carefully: a tracking entry saying “customs” does not identify who caused the damage.

Ask the seller or sender for dispatch photographs showing the item, cushioning and closed parcel. Compare these with arrival evidence. Describe what you observed separately from what you suspect. If the carrier refers you elsewhere, ask for the named organisation, reason and supporting record in writing.

Choose the complaint route

For suspected transit or repacking damage, notify the carrier and sender promptly. Ask the carrier who should lodge the compensation claim under the delivery service used and what evidence and deadlines apply. Notify any relevant insurer separately. Keep these enquiries moving while the examination history is investigated.

For suspected Border Force handling damage, use its official complaints procedure. It accepts written complaints in English or Welsh and says to submit within 3 months of the incident unless there are exceptional circumstances. For HMRC service failings, use HMRC’s complaints process. Our personal parcel complaints guide covers the wider process.

Ask for investigation and a supported remedy

Send a concise chronology, parcel reference, examination notice, photographs and purchase evidence. Identify the damaged item and explain why examination handling may be involved without presenting suspicion as fact. Ask for the handling records to be preserved, a written explanation and assessment of your requested compensation. Support the loss with repair quotations or other valuation evidence.

Ask how the claim will be assessed and what further evidence is needed; do not treat a complaint acknowledgement as acceptance of liability. HMRC says it will consider refunding reasonable costs directly caused by its mistakes or delays. Keep receipts and identify each cost separately from the value of the damaged goods.

Keep damage, tax and seizure issues separate

If you also dispute the import charge, use our personal parcel tax repayment guide to check the appropriate route. Present the tax issue separately from the damage claim. If the paperwork records seizure, consult our Border Force seizure guide promptly rather than relying on a damage complaint to resolve it.

Save submissions, acknowledgements and replies under the same parcel reference. Check whether the response addresses your evidence, the handling history and the requested remedy. If Border Force’s response is unsatisfactory, its procedure allows you to request a review. Explain the specific unanswered points and attach the relevant evidence again.

Frequently asked questions

Does customs tape prove customs damaged my parcel?

Tape alone does not establish the cause. Keep it and any examination notice, then ask who opened, examined and repacked the parcel and compare dispatch and arrival photographs.

What should I keep for a customs damage claim?

Keep examination notices, enclosed letters, packaging, cushioning, labels, damaged items, original photographs, tracking records and purchase evidence. Ask before repairing or disposing of anything.

Should I complain to the courier or Border Force?

Report the damage to the carrier and sender promptly. Ask who handled the parcel. Use Border Force’s complaints procedure for suspected damage during its handling, with evidence explaining that suspicion.

Will I automatically get compensation for customs damage?

Do not assume payment. Ask the organisation concerned to investigate and assess your loss. Support the claim with photographs, purchase evidence and repair quotations, and request written reasons for its decision.
