HMRC or Border Force parcel complaint: how to complain

Contact the carrier first to establish who is holding your personal China parcel. Preserve tracking, notices and correspondence, then complain about the specific service failure to the organisation involved. Keep any tax challenge separate and follow its own instructions. For factory records on sourced orders, contact Cambridge China Bridge.

Establish who handled the parcel

If your parcel misses its delivery date, GOV.UK directs you to the parcel or courier company. Ask for its location, the reason for the hold, the organisation handling it and copies of any official messages. A tracking label saying “customs” is insufficient evidence of who caused the delay.

Use the organisation named in the correspondence as your starting point. Ask the carrier to explain any delivery or handling failure in its own operations. If the disputed amount is a carrier fee, use disputing courier customs clearance fees to prepare that separate complaint.

Preserve the correspondence and condition evidence

Save tracking screenshots, the order confirmation, payment record, customs notices, charge demands and complete email threads. Keep original attachments and envelopes. Build a dated timeline showing requests, replies, documents supplied and promised actions. After a telephone call, send a written summary and ask the recipient to correct any misunderstanding.

For damage or missing contents, photograph the packaging, labels, seals and goods before discarding anything. Ask the carrier for available handling records. Keep receipts for costs you want considered, and explain how each cost relates to the failure. Distinguish what the records prove from what you suspect.

Prepare and escalate an HMRC service complaint

HMRC accepts complaints by phone or post. Use the contact route on its complaint page listed in the sources. Identify yourself, the parcel and any HMRC reference. Explain the service failure, attach the supporting timeline and state the outcome you seek, such as an explanation, corrected correspondence or consideration of documented costs.

Ask for a complaint reference and preserve the response. If the complaint remains unresolved, request HMRC’s second tier complaint review and identify the points the earlier response missed. Both departmental complaint reviews must be completed before the Adjudicator’s Office can consider the complaint. Keep their outcomes together when preparing that referral.

Prepare and escalate a Border Force service complaint

Use the email contact on the Border Force complaints page listed in the sources. Border Force accepts written complaints in English or Welsh only. Describe the handling or conduct issue, identify the parcel and case reference, and attach relevant correspondence and photographs. Ask for acknowledgement, the complaint reference and the next expected update.

If the response does not resolve the issue, ask Border Force to review the complaint and explain precisely what remains unanswered. After its final complaint response, you can ask the Independent Examiner of Complaints to consider the unresolved service complaint. Check the referral instructions promptly and retain the final response and evidence of submission.

Keep tax and seizure challenges separate

Keep separate files for the service complaint and any disputed tax decision. Obtain the decision letter and follow its review or appeal instructions promptly, using challenging an HMRC import duty decision for the evidence preparation. Track those deadlines separately rather than waiting for the service complaint response.

If you receive a seizure notice, use responding to Border Force seizure for the distinct challenge and restoration routes. In your service complaint, explain the delay, communication or handling failure without treating it as the seizure challenge. Cambridge China Bridge’s staff in China can help gather factory records for orders it sources.

Frequently asked questions

Who do I contact when my China parcel is stuck in customs?

Contact the carrier first. Ask who holds the parcel, what action is outstanding and for copies of official messages. Use those records to identify whether the service complaint concerns the carrier, HMRC or Border Force.

What evidence should I keep for a parcel complaint?

Keep tracking screenshots, notices, complete correspondence, payment records and a dated timeline. For damage, retain packaging and photographs. Save submission acknowledgements, complaint replies and receipts for disputed costs.

How do I escalate an unresolved customs service complaint?

For HMRC, request its second tier complaint review before approaching the Adjudicator’s Office. For Border Force, request a complaint review, then check the Independent Examiner of Complaints referral instructions in the final response.

Can a service complaint replace an import tax appeal?

Use the tax decision letter’s review or appeal route for the disputed tax. Keep the service complaint separate and track the tax challenge deadline without waiting for the complaint outcome.
