What if I refuse to pay a parcel import bill?
GOV.UK says your parcel will be returned to the sender if the import bill remains unpaid when the holding period ends. Confirm the actual deadline and return arrangements with the carrier, and ask the seller separately about a refund. For future sourcing orders, clarify delivery charges with Cambridge China Bridge.

Check what you are refusing
This guide concerns a personal parcel from China held pending payment. Check the tracking status and authenticate the payment request through the carrier's own website or customer service. Ask whether the bill covers import tax, carrier fees or both. If the parcel has already been delivered, ask about the outstanding invoice rather than requesting a return from the holding depot. If tracking shows delivery but you received nothing, see our guide to challenging delivered tracking.
If you think the bill is wrong, use our courier fee dispute guide. If the seller promised that tax was included, compare that promise with the order confirmation and carrier bill. Our overseas consumer order VAT guide explains the tax background. For customs service complaints, see our HMRC and Border Force parcel complaints guide. For parcel allowances, see our low-value parcel duty relief guide.
Get the parcel's actual holding deadline
GOV.UK says that if the bill has not been paid by the end of the holding period, the parcel will be returned to the sender. Ask the carrier for the last payment date for your parcel, when return processing starts and whether you can still change your instruction after that point.
Give the tracking reference and ask for written confirmation. If you are disputing the bill, request a hold on return processing as well as billing. Ask whether the carrier has accepted that request and issued a revised deadline; keep following the existing deadline until it confirms a change.
Confirm return or abandonment arrangements
Tell the carrier explicitly that you do not want delivery and ask for its refusal procedure. Confirm who must authorise the return, the return address, any paperwork, who would be billed for return transport or storage, and how you will obtain return tracking. Ask whether any existing charges would remain outstanding after refusal.
If the carrier mentions abandonment or disposal, ask exactly what that means for this parcel, whose consent it requires and whether return is still available. Before agreeing, ask what charges and documentary confirmation would follow. Do not treat abandonment as evidence that the seller has received the goods back.
Ask the seller about the refund separately
Before choosing return or abandonment, send the seller the bill and tracking status. State clearly that you want to cancel or return the order and request a refund. Ask how its refund conditions address refusal to pay import charges, rather than assuming that an undelivered parcel will produce a full refund.
Request the proposed refund amount and a breakdown of any deductions. Ask whether refund processing depends on the seller receiving the parcel, which return address it accepts and what happens if the carrier disposes of it instead. If bought through a marketplace, check the order's dispute deadline and evidence requirements while the parcel is still held.

Keep evidence until both matters are resolved
Save the order terms, tax-inclusive delivery promises, bill, refusal instruction, carrier confirmation and seller response. Follow the return tracking and ask the seller to acknowledge receipt. Track the carrier's final billing position and the seller's refund separately; a return tracking update does not show that either account has been settled. For later delivery, see our guide to parcels arriving after a refund.
If you have already paid import tax and are now returning the goods, consult our personal parcel tax repayment guide. For a future business order, ask the supplier to confirm the payer and delivery charges before dispatch. Cambridge China Bridge can help clarify those sourcing arrangements. Frequently asked questions
Will my parcel be returned if I do not pay?
GOV.UK says it will be returned to the sender if the bill is unpaid when the holding period ends. Confirm your parcel's deadline and return arrangements with the carrier.
How long will the carrier hold my parcel?
Ask the carrier for your parcel's last payment date and when return processing starts. If you request an extension or dispute the bill, obtain written confirmation of any revised deadline.
Will the seller refund me if I refuse customs charges?
Do not assume a full refund. Ask the seller how its conditions handle refusal, return costs, deductions and proof of receipt. Send an explicit cancellation or return request.
Can I abandon the parcel instead of returning it?
Ask the carrier whether abandonment is available, what authorisation it needs and what charges would remain. Check with the seller how disposal instead of return would affect its proposed refund.
