Must importers report packaging nation data?
Check your packaging obligations, then identify whether you supply packaging to an end user or discard imported packaging yourself. Supply and discard refer to different UK destinations. Check your regulator’s current statement before collecting or submitting nation data. Packaging weights can be collected in China by Cambridge China Bridge.

Start with your obligations and sales route
Use our packaging obligations guide to establish your producer status. Nation data is a separate requirement. GOV.UK says businesses selling filled packaging directly to an end user must record nation data, even without another listed packaging activity. An end user can be a business or a consumer.
Map each route separately: direct customer deliveries, sales through distributors, empty packaging supplies and packaging removed at your premises. Ask your compliance scheme or regulator to confirm uncertain routes, then check the current reporting arrangements below.
Distinguish supply from discard
Nation of supply means the UK nation where packaging is supplied to its destination. Nation of discard means where a UK importer discards packaging imported for its own use. GOV.UK says non-importers must not record nation-of-discard data.
For your working records, separate customer deliveries from packaging stripped off at your warehouse. A delivery to Scotland and imported transit packaging discarded in England describe different movements. Do not automatically assign every component to your head office’s nation.
Build destination evidence you can trace
Keep delivery addresses, dispatch records and customer confirmations together with the relevant order and packaging specification. For distributor sales, ask who receives the packaging as end user and whether onward destinations can be evidenced. Flag unknown destinations for review rather than silently using the invoice address.
For packaging discarded at your premises, link receiving and unpacking records to the site and waste paperwork. Get component weights from the factory and verify them against samples, as explained in our packaging sourcing guide. Factory weights support the calculation; your UK records establish the destination.
Check the current reporting arrangements
In England, the Environment Agency’s regulatory position statement delays nation-data collection until 1 January 2028 and reporting until on or before 1 April 2029. It does not change the legal requirement: the Agency will not normally enforce the covered requirements where the statement’s conditions are met.
This England statement does not apply to other packaging data obligations. GOV.UK’s reporting-deadlines guidance points to separate statements for Scotland, Wales and Northern Ireland. Check the statement relevant to your registration before relying on a delay, and recheck England’s statement because it can be amended or withdrawn.

Prepare a reviewable record
Nation data is broken down by material and weight in kilograms, without a packaging-class or packaging-type breakdown. Record nation-of-supply packaging only once where activities overlap.
Prepare a worksheet linking each destination total to orders, component weights and supporting documents. Keep supply and discard calculations distinguishable. Record unresolved destinations, your assumptions and who reviewed them, so your compliance scheme can assess the evidence before submission.
Frequently asked questions
Is nation of supply my registered office address?
It is the UK destination where you supplied the packaging. Use delivery evidence to support that destination rather than automatically using your registered office.
Does selling to a business count as selling to an end user?
Yes, a business can be an end user. GOV.UK includes business and consumer end users when describing direct sales of filled packaging.
Do I need to collect nation data in England now?
England’s current statement delays collection until 1 January 2028 and reporting until on or before 1 April 2029, subject to its conditions. Other packaging data obligations continue.
Can my Chinese factory prove the UK destination?
Ask the factory for component materials and weights. Match those to your delivery or discard records in the UK; a factory packaging sheet alone does not establish the destination.
