Can I open cartons in temporary storage?

Only for essential examination or preservation, not routine order fulfilment. HMRC restricts handling that changes goods’ appearance or technical characteristics. Do not treat temporary storage as permission to relabel products or split cartons for customers. Agree the handling plan with your operator. Cambridge China Bridge can help plan checks before shipment.

Separate inspection from order preparation

HMRC says individual packages cannot be broken up except for essential examination or preservation. Opening a carton to investigate a necessary check can fall within that exception; opening it to pick customer orders does not serve the same purpose. Routine product relabelling changes presentation and should not be treated as preservation.

Describe the actual work to the storage operator before booking labour: which cartons would be opened, why, what would be removed or changed, and how they would be closed again. Calling the job an inspection does not explain whether it fits the restriction.

What examination can involve

HMRC requires facilities for customs authorities to examine, weigh, measure and sample goods. This supports controlled examination; it is not blanket permission for a buyer to unpack stock for a commercial quality inspection. The package-opening exception remains limited to essential examination or preservation.

Ask the operator to confirm the scope and any customs instructions before arranging access or sampling. Identify the question the examination must answer and the cartons concerned. For goods selected for an official check, use UK customs examination.

Preservation means keeping goods unchanged

Handling must be limited so the goods’ appearance and technical characteristics are not altered or modified. Preservation is therefore about maintaining their condition, rather than upgrading them, correcting branding or preparing retail packs.

If packaging is wet or damaged, send photographs and propose the minimum protective action to the operator. Ask whether opening or replacing the affected outer packaging fits the preservation exception and how the goods will remain identifiable. Do not assume that repairing products or replacing labels is covered.

Plan relabelling and customer splits separately

Do not schedule customer picking, product relabelling or retail repacking while the goods remain in temporary storage. Ask your customs agent which route fits the work and obtain confirmation of the goods’ status before starting. If considering a warehouse procedure, discuss the proposed activity rather than assuming that entry permits every operation; see UK customs warehousing. For shared premises, see temporary storage and customs warehousing together.

Prepare a handling brief with the existing label, proposed replacement, carton contents and customer allocations. Keep branding decisions separate from warehouse instructions. The branded merchandise guide covers approving print and branding before production. For clearance planning, see our temporary storage shipment part-clearance guide. Give the operator a usable work instruction

Goods must stay in the approved temporary storage area and remain distinguishable by temporary storage declaration. Ask the operator how your proposed examination or preservation work will maintain that identification.

Keep the agreed scope, photographs, carton references, findings and details of anything opened or removed together. Cambridge China Bridge’s own staff in China can check agreed labels and packing before dispatch, reducing the need to arrange corrective handling after arrival.

Frequently asked questions

Can I open a carton to check what is inside?

Only where opening is for essential examination or preservation. Explain the check to the storage operator and confirm the scope before anyone opens the carton.

Can I add missing product labels in temporary storage?

Do not treat relabelling as preservation. Send the proposed label change to your customs agent and arrange an appropriate route before work starts.

Can I split a carton between customer orders?

Customer picking is not the essential examination or preservation exception. Plan the split after the goods leave temporary storage under the appropriate customs arrangements.

Can damaged cartons be opened to protect the goods?

Essential preservation can justify opening packages, but it is not blanket permission to rework stock. Send photographs and agree the minimum protective action with the operator first.
