Getting started

Heat pump planning permission and neighbour noise

Before ordering, confirm the planning route for your UK address, building and intended heating or cooling use. Map the proposed siting and neighbouring windows, then obtain a written noise assessment using the exact model's sound data. Cambridge China Bridge can help collect matching factory documents.

Start with the address and intended use

Identify whether the installation is in England, Scotland, Wales or Northern Ireland. Ask the local planning authority which current route applies to your address. Send the building type, existing outdoor units and proposed heating, cooling or combined use. Do not apply the English domestic route to a shop, warehouse or another UK nation without checking.

In England, the domestic heat-pump permitted development route can cover heating and cooling, but excludes use solely for cooling. Ask the authority to check the complete conditions and limitations, including unit size, number, roof position, street-facing siting, heritage status and any restrictions affecting the property. For separate refrigerant and installation questions, see sourcing air conditioners and heat pumps.

Prepare a siting plan before choosing the unit

Prepare a measured drawing and photographs showing the proposed unit, property boundaries, neighbouring doors and windows, walls, corners and proposed barriers. Include mounting height, airflow direction, maintenance access and the manufacturer's clearance requirements. Ask the assessor to identify the relevant neighbouring habitable-room assessment positions rather than choosing a convenient point at the boundary.

England has removed the former domestic heat-pump boundary-distance restriction, but this does not establish that your proposed location is suitable. Ask the installer to compare alternative positions for noise, vibration and servicing. Discuss the proposed position and operating pattern with neighbours before committing to a location.

Request sound evidence for the exact model

Ask the factory for the outdoor unit's A-weighted sound power data, exact model and variant, supporting test report and test conditions. Request information for heating, cooling, high output, defrost and any quiet mode. Sound power describes the source; sound pressure depends on the measurement position and surroundings. A sound-pressure headline without its distance and conditions is inadequate for assessing your site.

Have the installer or acoustician identify which declared sound data the applicable assessment needs. Do not substitute a quiet-mode figure without checking that the mode meets the site's heating or cooling demand. Ask about tones, low-frequency sound and vibration as well as the headline level. Our guides explain comparing noise claims and verifying test reports.

Obtain a written assessment for the proposed site

For England's domestic heat-pump permitted development route, the installation must comply with the MCS 020 a sound calculation and noise limit. Ask your installer or acoustician to use the applicable standard and record the model, input sound data, assessment positions, distances, reflective surfaces and accepted barrier assumptions. Keep the completed calculation with the siting drawing.

For another planning route, ask the authority what acoustic report it expects before commissioning the assessment. Request consideration of combined noise from existing and proposed equipment, background sound, operating hours and vibration. If the proposal fails, compare relocation, a different model or a professionally assessed mitigation design. Have proposed enclosures checked for airflow, access and acoustic performance before ordering.

Close the planning and neighbour-noise checks

Treat planning assessment and actual neighbour disturbance as separate checks. In England, councils must investigate noise complaints that could be a statutory nuisance and must serve an abatement notice if satisfied that one is happening or will happen. A planning calculation is therefore no promise that neighbours will experience acceptable noise. Elsewhere in the UK, ask the council's environmental health team which local process and assessment it uses.

Before paying, keep the authority's written position, any required permission, the assessed drawing, sound report and exact model specification together. Require substitutions or siting changes to be reassessed. Agree who will check noise and vibration after installation and address problems. Cambridge China Bridge's staff in China can collect factory evidence and check model identity; installer acceptance is covered in our renewable equipment sourcing guide.

Frequently asked questions

Does an outdoor air conditioner need planning permission?

Check with your local planning authority. England's domestic heat-pump route excludes cooling-only use; heating and cooling can qualify subject to the complete conditions. Confirm the route for your building and UK nation.

Can I put a heat pump beside my boundary?

England has removed the former domestic heat-pump boundary-distance restriction. Still obtain a site-specific assessment of neighbouring habitable rooms, reflections, barriers and vibration before selecting the position.

Which factory noise figure should I ask for?

Request A-weighted sound power data and its test basis for the exact outdoor model. Have the assessor select the applicable input. A sound-pressure figure at an unspecified distance or a quiet-mode claim is insufficient.

What should I have before ordering from China?

Keep the written planning position, any required permission, assessed siting plan, model-specific sound evidence and completed noise assessment. Make model substitutions and location changes subject to reassessment.
