What are GVMS and a GMR for China imports?
GVMS is the Goods Vehicle Movement Service, which groups declaration references into a goods movement reference, or GMR. For China-origin cargo, check whether the booked UK entry route and movement require it, then agree who supplies and checks the reference. Coordinate factory dispatch with Cambridge China Bridge.

Understand the service and the reference
The Goods Vehicle Movement Service, abbreviated to GVMS, brings declaration reference numbers together into a single goods movement reference, abbreviated to GMR. Think of GVMS as the service and the GMR as the reference presented for the movement.
Keep the GMR labelled separately from the shipment’s individual customs references in your handover file. Ask the forwarder to explain which references belong to your goods and which reference the driver will present.
Check the actual UK entry route
Do not decide whether you need a GMR simply because the goods were made in China. HMRC’s guidance identifies movements requiring a GMR through GVMS locations, including movements from the EU into Great Britain. Check the booked entry location and movement type with your forwarder.
For example, if the proposal involves a European port followed by a road crossing into Great Britain, ask whether that crossing uses GVMS and whether the goods travel under transit. Use our shipping route checks for the wider booking review. HMRC’s GVMS collection is listed in the sources below.
Agree the handover before the crossing
Ask the forwarder to name the person creating the GMR, the customs agent supplying the declaration references and the contact resolving errors. HMRC requires declaration references for all goods being carried to be included in the GMR.
Request confirmation that your consignment is included, particularly on a shared load. Check the booked crossing and vehicle, trailer or container details with the haulier. Agree who updates the handover if the load or transport changes, and obtain the current GMR before the driver reaches check-in.
Use the correct references for transit
For goods entering the UK under the Common Transit Convention at GVMS locations, all transit movement reference numbers must be added to the GMR. Associated import declaration references must not be added. Ask your customs agent to confirm the procedure before supplying references to the haulier.
Keep the crossing paperwork and the destination transit handover in the same shipment file. Ask where transit will end and who will confirm its completion. If the cargo arrives but that confirmation is missing, follow our guide to undischarged transit. HMRC’s transit step-by-step guide is listed below.

Check instructions before planning delivery
The GMR must be presented at the departure port, and the carrier allows embarkation if it is valid. Instructions about customs checks on arrival or continuing the journey must still be followed. Do not treat successful check-in as confirmation that warehouse delivery can proceed.
Agree who checks the status, tells you about a hold and updates the delivery booking. Keep the GMR, agent correspondence and inspection instructions together. Cambridge China Bridge’s staff in China can coordinate factory readiness with the forwarder’s collection plan.
Frequently asked questions
Do all imports from China need a GMR?
Check the entry route and movement type. Chinese origin alone does not answer the question. Ask your forwarder to confirm whether the booked crossing and procedure require a GMR under HMRC guidance.
What is the difference between GVMS and a GMR?
GVMS is the Goods Vehicle Movement Service. A GMR is the goods movement reference that brings the movement’s declaration references together.
Who should arrange the GMR for my shipment?
Agree this with your forwarder and haulier before the crossing. Name the creator, the agent supplying references and the contact handling corrections, then request confirmation that your goods are included.
Does a valid GMR mean my goods are cleared?
A valid GMR allows embarkation, but instructions about customs checks on arrival must still be followed. Ask for the current status before confirming warehouse delivery.
