Will a garden annexe have its own Council Tax bill?

Yes, a prefabricated garden annexe can create a separate Council Tax bill. Check the physical layout, valuation treatment and local authority position before ordering. Northern Ireland uses domestic rates instead. Ask for the factory drawing pack through Cambridge China Bridge.

Assess the accommodation before choosing the model

For an England or Wales project, treat separate assessment as a buying risk from the start. Government guidance says that creating self-contained units, including an annexe, gives each unit its own Council Tax band. Annexes generally attract a separate bill.

The valuation test concerns physical construction and adaptation, rather than the buyer's intention. Before choosing a Chinese factory model, prepare a marked floor plan showing access, sleeping space, food preparation, washing facilities and the toilet. Ask your local property adviser to review the proposed accommodation as a whole.

Put the same drawing pack to the relevant bodies

For England and Wales, start your valuation enquiry with the Valuation Office. For Scotland, start with the local assessor; for Northern Ireland, contact Land & Property Services about domestic rates. Northern Ireland uses domestic rates instead of Council Tax. Ask whether the proposal could produce a separate assessment or change the existing property's assessment.

Send the site address, relationship to the main house, floor plan, entrances, service connections and intended occupation. Explain whether it is for family accommodation, guests or letting. Ask what information will be needed when the annexe is installed. Keep a record of the questions, drawing revisions and replies.

Keep valuation and residential permission checks separate

A restriction preventing separate sale does not itself prevent separate Council Tax banding. Do not budget on the assumption that describing the unit as ancillary to the house settles its tax treatment. Give your adviser the actual planning wording alongside the proposed layout.

Ask the planning authority to address the intended sleeping and residential use, including any proposed letting. Arrange the separate building-control review described in our garden room permissions guide. Use that guide for the permission and technical drawing checks rather than treating a tax enquiry as clearance to install or occupy.

Check the bill without assuming advance clearance

The Valuation Office cannot give specific advice on planned property changes. Treat its explanation of the rules as guidance, not a guaranteed future assessment. If affordability depends on avoiding a separate bill, resolve that uncertainty with your property adviser before authorising manufacture.

Ask the council's tax team about the possible bill, who would be liable, the charging start date and any discount or exemption relevant to the proposed occupants. Ask what happens during an empty period or after an occupant changes. For Northern Ireland, put the equivalent billing questions to Land & Property Services. Budget cautiously until the answers are clear.

Make the reviewed layout part of the purchase

Before committing, assemble the reviewed drawings, planning advice, building-control advice, valuation correspondence and a budget allowing for unresolved tax costs. Agree who pays for redesign and whether the order can be stopped if the local review changes the proposal. Record the approved arrangement of rooms, doors, kitchen fittings and services in the factory specification.

Have Cambridge China Bridge's own staff in China obtain matching factory drawings and track proposed substitutions against that specification. Refer layout changes back to your local adviser before accepting them. Use our supplier balance-payment checklist to reconcile the finished unit and documents with the agreed order.

Frequently asked questions

Does a prefab garden annexe need its own Council Tax band?

It can. In England and Wales, creating self-contained accommodation can result in separate banding and a separate bill. Have the actual layout reviewed before ordering.

Does a ban on selling my annexe separately avoid Council Tax?

No. A separate-sale restriction does not itself prevent separate banding. Give your adviser the planning wording and physical layout together.

Can the Valuation Office approve my annexe design before I buy?

It cannot give specific advice on planned property changes. Ask how the rules apply generally, then have your property adviser assess the unresolved risk before manufacture.

Who do I ask about an annexe in Northern Ireland?

Contact Land & Property Services about domestic rates. Ask about separate assessment, any effect on the main property's assessment and the potential bill. Discuss residential use with the local planning authority.
