Getting started

Does a Freeport address give customs relief?

No. Locating your China-import business inside the wider Freeport boundary does not automatically give customs relief. Customs incentives apply to designated customs sites, with the relevant authorisation and procedure for the goods. Discuss your sourcing and shipment plan with Cambridge China Bridge.

The wider boundary is not the customs site

HMRC distinguishes the wider Freeport area from a designated customs site, also called a free zone. Freeport customs incentives are available to businesses importing goods to, or carrying out activities within, a customs site. They do not apply throughout the wider boundary.

Before signing a warehouse lease, ask for the designated customs site map and check your exact premises against it. A landlord’s statement that the building is “in the Freeport” does not answer that question. Ask separately whether the premises are in a special tax site: tax sites and customs sites provide different benefits.

Site designation and business authorisation differ

A designated site does not automatically authorise your business. HMRC requires business authorisation to declare goods to the free zone procedure and to carry out industrial, service or commercial activities on those goods. When applying, the business must confirm an agreement with the relevant customs site operator allowing it to operate there.

Ask who will hold the authorisation, which site and activities it covers, and which procedure the broker proposes for your stock. Get the answers in writing before dispatch. Use our sourcing agent, freight forwarder and customs broker guide to agree who handles each part of the shipment.

Duty suspension is not an automatic saving

The free zone procedure allows an authorised business to import and store or process duty-suspended goods in a designated customs area. HMRC describes subsequent release for re-export, another customs procedure or UK free circulation. That is a controlled goods route, rather than a blanket exemption attached to your business address.

Ask the broker to compare your intended route with ordinary import clearance, including storage, handling, declarations and onward delivery. Explain whether the stock is intended for UK customers, overseas customers or both. Our UK customs clearance guide covers the ordinary process, so you can compare the proposed arrangements without repeating the clearance checklist.

Check the route before the factory ships

Request the site map, operator’s details, business authorisation and a written plan for bringing goods in and releasing them onwards. Ask the broker what duty and import VAT treatment applies at each stage. HMRC says an application for the Freeport customs procedure cannot be made retrospectively.

Keep the factory’s invoice, packing list and transport arrangements aligned with that plan. Our customs clearance documents guide covers the shipment paperwork. Cambridge China Bridge’s staff in China can coordinate supplier-side preparation with the agreed shipment plan; confirm the customs arrangements with the broker and site operator before loading.

Frequently asked questions

Does a Freeport postcode make China imports duty-free?

No. The wider boundary does not confer Freeport customs incentives. Check the designated customs site, relevant business authorisation and procedure for your goods.

Is a Freeport customs site the same as a free zone?

Yes. HMRC uses “free zone” for a designated customs site. It is distinct from the wider Freeport area.

Does a Freeport tax site also give customs benefits?

Not automatically. Special tax sites and customs sites provide different benefits. A location can have both designations, but check each separately.

Can I apply after shipping and backdate the procedure?

Settle the authorisation and shipment route before dispatch.
