Choose the route and assess the instrument before quoting

For electron and optical microscopes, start with the instrument's technical specification and whether the buyer needs stock for distribution or a personal-use retail purchase. UK dual-use category 6, sensors and lasers, covers items of this kind; assess the particular model against the UK Strategic Export Control Lists before quoting.

HMRC recorded £79.2m of UK goods exports to mainland China under HS 901110, 901120, 901180, 901190, 901210, 901290 in 2025 (2024: £89.4m, -11.4%). Exports to Hong Kong under the same codes were £6.1m. January to July 2026: £26.4m against £42.9m in the same months of 2025 (-38.3%).

The largest UK export line to China under HS 901210 was 90121000, electron microscopes, proton microscopes and diffraction apparatus, at £67.2m in 2025. That total covers the tariff line, so it should not be treated as sales of electron microscopes alone.

Build duty and VAT into the buyer's price

All six listed Chinese microscope lines have an MFN rate of 0%. Ask the importer’s customs broker to confirm the appropriate line for the complete instrument or its parts before using that rate in a quotation.

The VAT Law sets a standard import rate of 13%, subject to its exceptions and special rules. Import VAT uses the customs value plus customs duty plus consumption tax as its base. The importer's customs broker or adviser confirms whether consumption tax applies to the microscope. Border taxes affect landed cost and the price the buyer can offer.

Prepare the UK classification and declaration

Classify stereoscopic microscopes under HS 901110, photomicrography or projection models under HS 901120, other optical microscopes under HS 901180 and compound optical microscope parts under HS 901190. HS 901210 covers electron and proton microscopes and diffraction apparatus; HS 901290 covers their parts and accessories. Use the specification to find the correct UK commodity code.

Exports from England, Scotland or Wales need a GB EORI and an online export declaration. Give the declarant the commodity code, value, weight, packaging, destination, transport details, and invoice and packing list references. The carrier needs the invoice and any applicable export licences or certificates.

Use retail e-commerce only for a suitable listed model

Cross-border retail eligibility is partial: the list includes Chinese lines 90111000 for stereoscopic microscopes and 90118000 for other microscopes. Match the proposed model to the listed line. The personal transaction limits are RMB 5,000 per purchase and RMB 26,000 annually.

Listed goods entering through bonded 1210 or direct 9610 channels are supervised as personal-use articles, with first-import licence, registration and filing requirements disapplied, subject to epidemic-area suspensions and emergency risk measures. Consumers must accept a notice about origin-country standards, possible differences from Chinese standards and possible absence of Chinese labels, with Chinese e-labels viewable online. The goods may not be resold.

The overseas retail business carries the main product quality and safety responsibility. It must appoint a mainland-registered company to register with customs, declare truthfully and share civil liability. Agree these responsibilities before choosing this route.

Find and check a Chinese buyer before committing stock

Ask a prospective distributor which models and parts it wants, which Chinese tariff lines it proposes and whether the order is for distribution or personal-use retail. Have its customs broker confirm the import requirements for those specifications, alongside the landed-cost calculation.

Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached your brand, our staff in China check that company before stock is sent or anything is signed.

Use our export-to-China service for that work. We check with licensed partners in China; the importer of record and any required cross-border e-commerce agent remain with licensed partners in China, and your brand's own filings remain your brand's.
