How to export Flow instruments from the UK to China
Match each instrument to its Chinese tariff line before quoting: the listed MFN rates range from 0% to 12%, with import VAT adding to landed cost. Agree model-specific import requirements with the Chinese buyer before shipment. Cambridge China Bridge’s own staff in China find and check Chinese importers and distributors for UK brands.

Match the instrument to the buyer’s import route
For flow, pressure and level instruments, start with the model’s function and the Chinese tariff line, then have the importer confirm applicable requirements before shipment. GACC Decree 280 concerns overseas food manufacturers, so its registration does not apply to these instruments. The largest UK export line was electronic flow meters under HS 90261021: £14.0m in 2025, a code total rather than sales of your particular product.
Under HS 9026-9029 (11 subheadings), HMRC recorded £59.8m of UK goods exports to mainland China under 11 HS6 subheadings in 2025 (2024: £59.5m, +0.5%). Exports to Hong Kong under the same codes were £14.9m.
UK exports under HS 9026-9029 (11 subheadings), January to July 2026: £35.2m against £34.4m in the same months of 2025 (+2.4%). Use these totals as market context when discussing the buyer’s demand for your models.
Build the quote around the Chinese tariff line
The 2026 Customs Import and Export Tariff gives the MFN rates below. Duty and import VAT add to landed cost and shape the price an importer can offer. The standard import VAT rate is 13%, subject to statutory exceptions. Its base is customs value plus duty plus consumption tax. The importer’s customs broker or adviser confirms whether consumption tax applies to these instruments and the applicable VAT treatment.

Prepare the UK declaration for each model
Classify the instruments using the correct UK commodity code. Exports from England, Scotland or Wales require a GB EORI and an online export declaration. Give the declarant the code, value, weight, packaging, destination, transport details, and invoice and packing list references. The carrier needs the invoice and any applicable export licences or certificates. Agree who prepares the declaration before accepting the order.
Keep the listed retail option separate from distributor sales
The cross-border e-commerce retail list only partially covers this group: Chinese line 90291090 lists production counters, pedometers and similar instruments. Do not extend that entry to flow meters or pressure gauges. Listed goods using bonded 1210 or direct 9610 channels receive personal-use supervision; first-import licence, registration and filing requirements are not applied, subject to epidemic-area suspensions and emergency risk handling.
The retail limits are RMB 5,000 per transaction and RMB 26,000 per person annually. Consumers must accept a risk notice covering differences from Chinese standards, possible absence of Chinese labels, access to a Chinese electronic label, and no resale. The overseas business bears primary quality and safety responsibility and must appoint a mainland-registered company for customs registration, truthful declarations and shared civil liability.

Find an importer who can assess your instruments
Ask a prospective importer which models and Chinese tariff lines it intends to buy, and how it will resolve import requirements before shipment. Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached you, our staff check that company before stock is sent or anything is signed. See our export-to-China service.
We prepare registration and label work with licensed partners in China. The importer of record and any required regulated roles stay with licensed partners in China, while the brand’s own filings stay the brand’s. We check with those partners when planning the instruments’ route.
