Can I collect unaffected goods on a customs hold?
Possibly, but do not book collection merely because the query names a particular product. The National Clearance Hub guidance does not promise partial release. Ask your broker to establish the hold’s scope and obtain confirmation of which goods may leave. Factory packing records can be coordinated by Cambridge China Bridge.

What the guidance actually says
The National Clearance Hub guidance says to contact the Hub about what to submit when a declaration selected for a check has multiple lines. It does not say that unaffected lines are automatically released. Treat partial collection as something your broker must establish for the actual declaration.
This guide covers that decision and the collection handover. For the wider process, see UK customs clearance.
Establish the scope of the hold
Ask your broker to read the actual hold or query message and identify the declaration reference, affected goods item references, reason for the check and authority involved. Ask whether the hold concerns particular items or the entire declaration, and whether any separate hold affects the consignment.
Request a written explanation distinguishing goods mentioned in the query from goods confirmed as released. Ask what remains outstanding and what evidence would resolve it. A product description in a message is a starting point for investigation, not a collection instruction.
Match declaration items to physical goods
Give the broker a cross-reference connecting declaration items with invoice descriptions, factory product references, quantities, carton marks and pallet locations. Ask the factory to clarify mixed cartons or ambiguous labels. Use the customs documents guide for the underlying paperwork.
Ask the warehouse whether the proposed collection can be separated without disturbing goods that remain held. Identify who would unpack, check, relabel and store the remainder, and agree the handling costs before instructing work.
Confirm any authorised partial release
Ask your broker for the release message or written authorisation identifying exactly which goods may leave, any conditions and which goods remain held. Ask whether the relevant declaration and inventory records reflect that position. If permission is unclear, keep collection on hold while the broker resolves it.
Then ask the freight forwarder and warehouse to confirm that their collection instructions match the authorised goods and that no separate operational block remains. Agree the collection list, handling arrangements and destination. Our guide to agents, forwarders and customs brokers explains the roles.

Keep a record of the split
Keep the broker’s explanation, release evidence, carton cross-reference and warehouse collection record together. Record what left and what stayed, with photographs where useful. Continue tracking the held goods separately so they are not accidentally included in a later collection.
Cambridge China Bridge’s staff in China can help obtain factory packing records and clarify carton contents. Agree who owns the broker enquiry and warehouse handover; factory paperwork alone should not be treated as release confirmation.
Frequently asked questions
Does a hold on a product stop the whole declaration?
Do not infer the scope from the product named in the query. Ask your broker to establish which declaration items are held and whether the hold extends to the entire declaration.
Does the Hub guidance guarantee partial release?
No. Its multi-item guidance tells you to contact the Hub about what needs to be sent for clearance. It does not promise that other goods can be collected.
What proof should I ask for before collection?
Ask for the release message or written authorisation identifying the goods permitted to leave and any conditions, then obtain matching collection confirmation from the warehouse.
Can I collect released goods from mixed cartons?
Ask the broker and warehouse to confirm an authorised handling plan. Map the released products to carton contents and agree separation, checking and storage arrangements before booking transport.
