Settle pre-shipment inspection before ordering

The Direction Générale des Douanes et Accises states that pre-shipment inspection of goods to be imported remains a legal obligation. Start here: send your Congolese customs broker the product description, intended use, proposed factory and shipment route. Ask for written confirmation of the applicable inspection arrangements, documents and any product-specific approvals before committing to production.

Give that checklist to us and the factory before booking freight. Experience supplying another African market is useful background, but ask specifically about Congolese shipments. Our Tanzania guide and Kenya guide explain those destinations separately; use each country's process for its own shipment.

Ask for a quote to your named port

Whether you are buying a trial batch or a container, name your destination port and say that the final destination is the Democratic Republic of the Congo. We can quote to your own port. Ask the quotation to identify the delivery term, freight, insurance arrangements, destination charges and the point where your broker takes over.

If your chosen route passes through a port outside DR Congo, ask your broker and forwarder to map the onward journey and price their work separately. Use our overseas buying guide for the general procurement process and buying through a UK company for the commercial arrangement.

Agree the document pack before production

We prepare the commercial invoice for our sale and coordinate with the Chinese factory on the packing list, product descriptions and shipment details. Ask your broker to review draft documents showing the actual seller, buyer, manufacturer and shipment route. Resolve mismatched names, descriptions or quantities before dispatch.

Where your broker's checklist calls for a certificate of origin, we coordinate its arrangement with the exporter and issuing body. We obtain the factory's relevant test reports and check the model, materials and configuration against your order. Agree any additional testing in advance. Treat this as an agreed document pack, with the broker confirming what your particular entry needs.

Check the supplier and the goods in China

Our own staff in China check the supplier's identity, production address and ability to make the specified goods. We establish whether we are dealing with the manufacturer or a trading company, review relevant production and testing evidence, and agree a sample and written specification before production.

Before shipment, we inspect against the agreed specification and sample, covering workmanship, function, quantities, packaging and approved artwork as appropriate. We record defects and arrange corrective checks before shipment approval. Keep this purchasing inspection separate in your plan from the official pre-shipment process, and give each a named organiser.

Give your own broker the arrival work

Appoint your own Congolese customs broker before ordering. Agree that their scope covers confirming the final entry, classification, customs value, duties and taxes, applicable permits, declaration preparation, responses to customs queries and release coordination. Ask them to identify the documents they need from you and from us.

Before dispatch, send the broker the completed document pack for review. On arrival, they handle the agreed clearance work and coordinate onward collection with your forwarder. Keep their destination charges and inland delivery costs visible alongside our port quotation so you can compare the complete purchase cost.
