Check the import permit before ordering

RICA’s published general cargo inspection procedure says the importer applies before placing an order where an import permit is required. This is a conditional requirement: ask your own customs broker to establish whether your exact product needs that permit before you commit to a Chinese factory.

Send the broker the product description, intended use, materials, model details and proposed label. Ask for written confirmation of the applicable requirements and documents. Share that confirmation with us so the factory quotation includes the work and paperwork your product needs.

Your broker handles Rwanda clearance

Rwanda Revenue Authority states that importers are obliged to engage customs clearing agencies for clearance services. RICA’s procedure also provides for its cargo inspector to arrange physical verification or inspection in consultation with the importer or customs agent.

Agree with your own broker who prepares the declaration, checks classification and valuation, coordinates inspection, arranges payment of assessed charges and obtains release. Your broker confirms the final entry, including the duties, taxes and product requirements for your shipment. Our overseas buying guide explains the wider division of responsibilities.

Agree the documents before production

We agree a document checklist with you and your broker. The Chinese factory supplies packing details and supporting product records; we coordinate the commercial invoice and packing list for the agreed sale. Where requested, we arrange the certificate of origin and collect the relevant factory or laboratory test reports.

Have your broker approve draft documents before dispatch, especially where the invoice seller is the UK company and the goods ship directly from China. Check that product descriptions, quantities, weights, package marks and consignee details agree. Ask which origin document and test evidence are acceptable for this particular entry.

Check the supplier and inspect in China

Our own staff in China check the supplier’s identity, whether it manufactures the goods, its production capability and the evidence behind its product claims. We agree specifications and approved samples, then inspect the shipment against them, including workmanship, function, quantities, packaging and the agreed labels.

We check that test reports identify the relevant product and ask about differences between tested samples and production goods. Resolve inspection findings before authorising dispatch. For the purchasing arrangement, see buying through a UK company. Factory audits and inspections are usually included in the quote; complex checks that need a third party are charged separately and agreed in advance.

Name the seaport or border point in your quote

Rwanda is landlocked. Tell us the seaport or border point you want quoted, together with your final destination in Rwanda. We state the named delivery point and included transport in the quotation; the onward leg is agreed separately. Ask us to identify handling, transit arrangements, insurance and clearance costs that remain outside the quote.

If you are comparing routes through Kenya or Tanzania, use our Kenya guide and Tanzania guide for those destinations. Ask your forwarder and Rwanda broker to confirm the arrangements for cargo travelling onward to Rwanda. Send the product specification, quantity, packing expectations and named delivery point when requesting a quote.
