Start with PNG Customs registration

PNG Customs states: “It is a requirement for all Importers and Exporters to register with PNG Customs as a measure to integrate with the Taxation Division of Internal Revenue Commission (IRC), ease in facilitating trade and cargo clearance.” Start by asking your local customs broker to check your registration position and the current application checklist before you commit to a Chinese factory.

Tell the broker who will import the goods, what you are buying and its intended use. Ask which registration documents you should prepare now and which depend on shipping documents. The overseas buying guide explains the wider sourcing arrangement; this guide adds the PNG registration and clearance handover.

Set the product requirements before production

PNG Customs says you must check whether your goods require an import permit or licence. Send your broker the specification, materials, intended use and packaging proposal before approving production. Ask for written confirmation of any product approvals, testing, labelling or treatment work to arrange, including who obtains each document.

Turn that advice into a factory brief covering the exact model, materials, approved artwork and supporting reports. Ask the broker to resolve unclear requirements before labels are printed or goods are packed. If you also buy for Australia, use the Australia import guide for that destination's separate requirements.

Agree a quote to your own port

Cambridge China Bridge is a UK-based sourcing company with its own staff in China. Give us your product brief, quantity, delivery needs and nominated PNG destination port. We can quote to your own port, with the delivery term, freight scope and insurance position recorded in writing.

Ask the quote to identify destination handling, brokerage, import duties and taxes, examination costs, storage and onward delivery as included, estimated or excluded. Have your own customs broker confirm the final entry and local cost calculation. Our buy-through-UK-company service explains the purchasing arrangement.

Prepare a consistent document pack

We coordinate the commercial invoice and packing list with the Chinese factory and check descriptions, models, quantities, package counts and weights against the order. Agree who issues the commercial invoice for your purchasing arrangement. We arrange a certificate of origin where your broker confirms it is needed and obtain available test reports matching the goods, with further testing agreed before shipment.

Send draft documents to your broker for review before dispatch. Coordinate the bill of lading or air waybill with the freight provider, and keep the order and payment records ready for the broker. Ask them to confirm how the invoice, freight and insurance figures should be presented for your entry.

Check the factory, then hand over for clearance

Our staff in China check the supplier's identity, actual production site and ability to make the agreed product. We compare samples with the specification and agree an inspection brief covering workmanship, dimensions, operation, packaging and labels. Before shipment, we inspect against the approved sample and report findings so you can decide how defects should be resolved. Factory audits and inspections are usually included in the quote; complex checks that need a third party are charged separately and agreed in advance.

Your authorised licensed customs broker lodges the declaration electronically and handles clearance formalities with Customs and relevant border agencies. The owner remains responsible for correctly declaring the goods. Customs may examine a shipment before release, with the broker coordinating where required. Agree who arranges assessed payments, collection and onward delivery, and keep the China-side document contact available until clearance is complete.
