How to approve hand tool blister packs

Approve a sealed production-representative pack containing the actual tools. Check retention, sharp-edge containment, opening, hanging strength and contents visibility against written pass conditions, then repeat checks after distribution trials. Approve the filled pack, not an empty shell

Ask for sealed samples made with the proposed blister, backing card, fastening and sealing process, containing the actual tools and accessories. Record material specifications, tool orientation, protective caps and the pack revision. An empty blister or a photograph cannot demonstrate retention or opening behaviour.

Check retention and sharp-edge containment

Turn and shake the sealed pack using an agreed, repeatable method. Check whether tools leave their recesses, accessories migrate, ties loosen or handles load the seal. Approve movement limits and reject conditions before the trial. Retention should work without relying on the backing card to stop a loose blade.

Inspect tips, blades and teeth near the blister wall, seams and card. Check for punctures, splitting and exposed edges after handling. Ask for fitted guards or a revised cavity where sharp parts can reach the pack boundary. Repeat these checks after the distribution packaging trials, recording the pack condition before and after.

Trial the opening and tool removal

Follow the proposed opening instructions on an unopened sample. If scissors are intended, check that the cutting route is visible and clear of tools, ties and sharp parts. Observe where hands move, whether cut plastic creates sharp edges and whether pulling the pack apart releases the tool suddenly.

Check tool removal separately from opening the shell. Fastenings should have an understandable release method without forcing fingers towards a blade. Record snagging, awkward force and loose parts. If the opening route fails, revise the construction and retest rather than approving extra instructions alone.

Test hanging strength and contents visibility

Hang the filled pack on the retailer's intended hook. Agree the trial duration and environmental conditions with the retailer, then inspect the hole, card, seal and blister for tearing, bending, peeling or slipping. Include taking packs off the hook and replacing them. Keep the acceptance method in writing rather than treating an informal factory demonstration as approval.

View the pack on the display under representative lighting. Check that shoppers can see the actual tool, working end and included accessories without artwork, glare or overlapping parts hiding them. Compare visible contents with the printed contents list. Keep opening directions readable and check the barcode in its final position using the artwork approval guide.

Turn the trial into a production release

Keep an approved sealed sample and a separate opened sample showing the construction. Attach photographs, trial methods, observations and pass conditions to the approval record. State which blister materials, card, guards, fastenings and sealing settings require fresh approval when changed.

Ask inspectors to select filled packs from production and repeat the agreed checks, including destructive opening. Record failures by type and agree correction and reinspection before release. Use bulk production sample control to connect the approved pack to the factory's production records.
