Toy importer complaints and recalls register
Maintain a linked register covering complaints, non-compliant toys and recalled toys. Connect each case to the affected model and batch, preserve investigation evidence, record actions and keep distributors informed. China-side factory records can be gathered by Cambridge China Bridge.

Make the register part of product monitoring
OPSS guidance tells GB toy importers to investigate and record complaints, keep a register of complaints, non-compliant toys and recalled toys, and keep distributors informed of actions taken. It also lists sample testing of marketed toys among importer obligations. A refund record alone does not show the investigation or subsequent action.
As a practical setup, appoint a register owner and bring customer service, returns, testing and distributor reports into the same case system. Use the toy safety guide for pre-sale obligations; this register should capture what you learn after supply.
Link the case to the actual toy
Give each case a stable reference. Record the date received, reporting channel, complaint description and available photographs. Link the case to the product name, model, variant and batch or serial marking, plus the purchase order, shipment and distributor sales records. Preserve the customer’s description alongside your interpretation.
Ask for a photograph of the identifying mark rather than relying on a listing title. Record missing identifiers as unknown and track how you will resolve them. Keep related complaints linked to the same product record, while retaining their separate evidence. Use inspection records to compare the reported defect with the shipped goods.
Separate reports from confirmed findings
Use distinct fields for the reported problem, investigation status and confirmed finding. A complaint may lead to a non-compliance record, a recall record or a documented finding that the allegation was not supported. Link these records so the original report remains visible when the outcome changes.
Record the investigator, evidence reviewed, assessment, decision and action owner. Attach laboratory findings, factory responses and sample-test results where relevant. Ask the factory for production and component records that help define the affected scope. Log revised conclusions with their dates and reasons instead of overwriting the earlier assessment.
Track distributor updates and responses
Keep a communication log linked to the case. Record which distributors received each update, the recipient, date, message version and attachments. Include the affected identifiers, investigation findings, action taken and what you need the distributor to do. Send revised instructions when the affected scope or action changes.
Ask distributors to acknowledge receipt and report their stock checks and actions. Track failed delivery, unanswered messages and conflicting batch information as open tasks. An email marked sent is evidence of dispatch; confirmation that stock was blocked or recovered needs its own record.

Keep corrective action and closure visible
Recording a problem does not complete corrective action. For non-conforming toys, the OPSS guidance calls for bringing them into compliance or, where appropriate, withdrawing or recalling them, and informing authorities and other economic operators if there is a safety risk. Follow our imported-product recall guide for notification, customer notices and recovery.
Keep the register linked to the action plan, affected-stock ledger, distributor responses and evidence supporting closure. Record outstanding goods and unresolved questions separately from completed tasks. Reopen the case if later complaints challenge the conclusion. Cambridge China Bridge’s staff in China can gather factory records and follow up agreed supplier corrections to support your investigation.
Frequently asked questions
Can I use a spreadsheet for a toy complaints register?
A spreadsheet can be a practical starting point. Use stable case references, linked evidence and a dated change history. Check that staff can retrieve related complaints, product records and distributor updates.
Does refunding the customer close the complaint?
A refund records the customer remedy. Keep the investigation, product-safety assessment and any wider action visible before marking the case closed.
What if the customer cannot identify the toy batch?
Record the batch as unknown. Ask for marking photographs and purchase details, then compare sales and shipment records. Do not treat missing identification as evidence that the toy is unaffected.
What should I send distributors when a toy issue changes?
Send the revised affected identifiers, findings, action and instructions. Keep the message version and recipient list, request acknowledgement and track outstanding stock checks or recovery actions.
