A flat 10% duty on woven baby pramsuits

Read from the UK Trade Tariff on 2 October 2026, heading 6209 covers babies' garments and clothing accessories. The babies' classification covers garments for body heights up to 86 cm. Woven pramsuits use the garment lines, selected by textile material; knitted garments belong under heading 6111. Confirm the construction and layered materials through finding your commodity code, and see the wider woven babywear guide.

All the selected lines carry 10% duty for goods from China, with no listed anti-dumping or countervailing duties and no suspensions. The tariff attaches cat and dog fur and seal-product import controls. Cat and dog fur, including products containing it, is banned from import and export. Seal products face a market ban with limited exceptions; imports relying on the Inuit exemption require an accompanying seal catch attestation certificate. Confirm any proposed seal trim with your customs broker before ordering.

The wool and other-textile lines also carry CITES import and export controls. If a trim contains a CITES-listed specimen, including animal parts or derivatives, check the applicable permit requirements for movement into Great Britain and obtain the corresponding documentation from China's management authority. Ask your customs broker to confirm the requirements for the identified species. Qualifying young children's clothing is zero-rated for VAT; check eligibility through the duty and VAT guide.

Specify the shell, padding and pramsuit fit

Specify the woven shell, lining and filling separately, with fibre composition, fabric weight, padding distribution and quilting pattern. Agree body-height sizing, chest room over clothing, crotch depth, sleeve length and enclosed or open feet. Detail the zip opening, chin guard, hood shape, fold-over cuffs and any detachable mittens. Approve a finished sample with the actual padding and fastenings.

Pramsuits sold in Great Britain must be safe under general product safety rules; confirm the applicable product safety regime with the relevant authority for sales in Northern Ireland. Fibre composition must be labelled. Agree attachment pull tests, cord checks, nickel-release testing for skin-contact metal snaps and azo-dye testing before production. Prefer a cord-free hood and specify sewn trims rather than glued decorations.

Worked duty example

Illustrative example, not a quote: 500 synthetic fibre woven baby pramsuits; illustrative quantity, FOB value and freight under 6209 30 00 90, invoiced at £5,000 free on board, with £800 of freight and insurance to the UK. The customs value is £5,800. Duty at 10% is £580. Import VAT at 20% is charged on the customs value plus duty, £6,380, so it is £1,276. Import taxes total £1,856; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £580 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Clothing designed for babies and young children is zero-rated under HMRC's VAT Notice 714, in which case no import VAT is due, so check the rate for your product.

Inspection checklist

Fit: measure finished padded garments against the agreed chart, checking crotch depth, room at the shoulders and foot length before and after washing.

Fastenings and trims: cycle zips and snaps, check the chin guard, pull-test attachments before and after washing, and inspect hood edges and mitten attachments for loose parts.

Padding and seams: check filling coverage, quilting security, lining caught in zips, exposed seam edges and loose threads inside feet and cuffs; compare washed samples for clumping and distortion.

Labels and packing: check fibre labels against the approved material list, confirm care instructions match the wash trial, and inspect arrival cartons for dampness and compressed filling. Use the inspection guide to agree the checks.

What goes wrong

A shell can match the sample while the bulk lining or filling changes. Padding then bunches after washing, seams restrict movement and the crotch becomes too short. Zips can trap the lining, chin guards can miss the zip top, and snaps can pull out where the fabric lacks reinforcement.

Check these points on finished garments with the actual materials, rather than approving fabric swatches alone. Keep an approved sample and material list for comparison. Treat unverified real-fur hood trims as an unresolved sourcing issue until the species, origin and applicable controls have been checked.
