A flat 2% duty for spindle moulders

Read from the UK Trade Tariff on 30 October 2026, heading 8465 covers machine tools for working wood, cork, bone, hard rubber, hard plastics and similar hard materials. Its planing, milling or moulding-by-cutting line, 8465 92 00 00, is the starting point for a woodworking spindle moulder.

The supplied tariff record gives 2% duty on goods from China, with no listed anti-dumping or countervailing duty, tariff suspension or attached import control. The table shows spindle-moulder configurations within the same commodity line, rather than separate tariff categories.

Specify the spindle, tooling and feeding arrangement

Specify spindle diameter, usable spindle length, vertical travel, tilt if required, available speeds, rotation direction and motor supply. Define the cutter-block sizes and profiles you will use, table opening and insert rings, fence adjustment, extraction connections, sliding table and power-feed mounting. List included tooling, guards, accessories and spares in the purchase specification.

Confirm with the relevant authority whether the supplied spindle moulder is subject to a special machinery conformity assessment route. Ask the maker to explain the conformity route and provide the technical-file arrangements, declaration of conformity and UKCA or CE marking for the supplied configuration. Obtain the English manual, electrical schematic and matching nameplate details before shipment.

HSE advises that only operators who have demonstrated competence should work on a vertical spindle moulder. Include commissioning and operator training in the purchase arrangements.

Illustrative example, not a quote: Illustrative order: one woodworking spindle moulder with tooling and power feed under 8465 92 00 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 2% is £184. Import VAT at 20% is charged on the customs value plus duty, £9,384, so it is £1,876.80. Inspection checklist

Spindle and tooling: check arbor fit, clamping, rotation direction and speed selection against the agreed cutter blocks. Trial-cut your timber and profiles, checking chatter, tear-out and repeatability.

Guards and feeding: demonstrate the supplied fence, guards, table rings and feed arrangement on the agreed jobs. Check adjustment, secure mounting and access to the extraction connections.

Braking and electrics: test spindle braking and emergency stops on the machine that will ship. Match the supply, phase and motor details to your workshop and check that the documents identify the actual machine.

Arrival and packing: inspect the spindle, fence and table for movement or impact damage, check protected surfaces for corrosion and reconcile tooling and accessories with the packing list. Use the inspection guide to plan checks before shipment and on arrival.

What goes wrong

A machine can arrive with tooling that does not fit the arbor, insufficient clearance for the intended cutter block, a fence that shifts under load or a feed unit that cannot be positioned for the work. Agree a trial using your profiles and timber so these mismatches are visible before the balance is paid.

Other problems include vibration, inconsistent profile depth, weak braking, missing guards, unsuitable wiring and paperwork for a different configuration. Record defects against the purchase specification and agree correction and a repeat demonstration before shipment.
