UK duty on woven bloomers
Read from the UK Trade Tariff on 1 October 2026, heading 6208 covers women's and girls' woven underwear and nightwear. For women's bloomers sold as underwear, the relevant lines distinguish cotton, man-made fibres and other textile materials. All the listed lines carry 12% duty on goods from China, with no anti-dumping or countervailing duty and no tariff suspension shown.
The other-textile lines 6208 99 00 91 and 6208 99 00 99 have CITES import and export controls attached. Importing CITES-listed specimens into Great Britain requires a permit. For a proposed China shipment, have your customs broker confirm whether the actual materials trigger the control and establish the species-specific requirements, including any Chinese export documentation.
Confirm the commodity code using the fabric composition, construction, garment design and intended use. The table concerns underwear bloomers; discuss sleepwear or outerwear designs separately. For the knitted alternative, see women's knitted bloomers.

Specify the rise, fullness and elastic
Specify the woven fabric, fibre composition, opacity, handle and any lining or gusset. Supply a size chart covering waist, hip, rise, crotch depth, leg opening and garment length, with agreed tolerances. Define the gathered fullness, elastic casing, relaxed and stretched openings, lace placement and seam finish. Approve a washed sample as well as an unwashed sample.
The fibre-content label must show the composition, including fur or other animal parts where present. Garments supplied in Great Britain must be safe in normal or reasonably foreseeable use. Agree care instructions and check that lace, seam allowances and elastic are comfortable against skin. State whether the product will be sold as underwear or sleepwear before approving the label artwork.
Worked duty example
Illustrative example, not a quote: Illustrative order: 1,000 women's cotton woven bloomers; illustrative FOB and freight values under 6208 91 00 90, invoiced at £6,000 free on board, with £800 of freight and insurance to the UK. The customs value is £6,800. Duty at 12% is £816. Import VAT at 20% is charged on the customs value plus duty, £7,616, so it is £1,523.20. Import taxes total £2,339.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £816 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Fit: measure each ordered size against the approved chart, including rise and crotch depth; check that the leg openings and waistband do not restrict movement.
Fabric: compare bulk cloth with the approved sample for opacity, shade and handle; wash finished garments to check shrinkage, colour transfer and puckering.
Elastic and seams: stretch waist and leg openings, check recovery after washing, inspect casing joins and test crotch seams for opening or fabric slippage.
Labels and packing: compare fibre labels, care instructions and size markings with the approved artwork; check the size assortment and inspect arrival cartons for damp, mould and staining.

What goes wrong
A waistband can match the size chart while the rise is too short or the leg elastic is too tight. Gathered fabric can conceal uneven cutting, twisted elastic and weak crotch seams. Cotton may shrink enough to change the fit, while smooth man-made fabrics can slip at seams and printed cloth can stain pale lace.
Keep a sealed sample and record the wash method, measurement points and acceptance tolerances in the purchase specification. Compare production garments with that sample before dispatch and repeat the key checks on arrival. Use the quality inspection guide to prepare the inspection brief.
