UK duty on knitted palazzo trousers

Read from the UK Trade Tariff on 30 September 2026, heading 6104 covers women's or girls' knitted or crocheted garments, including trousers. The palazzo trouser lines shown here all carry 12% duty on goods from China; the supplied records show no anti-dumping duty, countervailing duty or suspension. The range is therefore a single rate. For related garments within the heading, see women's knitted culottes. For A-line skirt styles, see our guide to women's knitted A-line skirts.

The tariff attaches cat and dog fur import and export controls and seal-product import controls. Cat and dog fur products cannot be imported or exported. Seal products brought into Great Britain for trade must have a seal catch certificate; confirm the applicable exemption and eligibility with the relevant authority or your customs broker. Wool or fine animal hair and other-material trouser lines also attach CITES import and export controls. For animal-derived materials from China, ask your customs broker to confirm the applicable documents before ordering.

Confirm the commodity code using fabric construction, fibre composition and garment design. Palazzo describes the silhouette, so supply the broker with a fabric specification and garment photographs. Use the import duty and VAT guide when calculating the landed cost.

Specify drape, leg width and waistband recovery

Specify fibre composition, knitted construction, fabric weight, stretch direction and surface finish. Approve drape and opacity on a worn sample, including pale colours under strong light. State whether the trousers have a lining, pockets, pleats or a drawcord, and approve each feature on the same sample.

Provide a measurement chart covering relaxed and stretched waist, hip, rise, inseam, thigh and hem width. Agree size grading, measurement tolerances and washed dimensions. Check the wide leg while walking and sitting, and confirm whether the intended hem length works with the buyer's chosen footwear.

For sale in Great Britain, the label must show fibre content, including fur and other animal parts. Match the wording to the actual fabric composition. Agree care instructions and size labels as purchase specifications, then retain an approved garment and fabric swatch.

Worked duty example

Illustrative example, not a quote: 500 pairs of women's knitted polyester palazzo trousers, illustrative only under 6104 63 00 00, invoiced at £7,000 free on board, with £700 of freight and insurance to the UK. The customs value is £7,700. Duty at 12% is £924. Import VAT at 20% is charged on the customs value plus duty, £8,624, so it is £1,724.80. Import taxes total £2,648.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £924 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit and silhouette: measure production trousers from each size against the approved chart; compare rise, leg width, hem level and pocket position.

Fabric and opacity: compare handle and drape with the sealed sample; check thin areas, snagging, pilling and shade differences between cartons.

Wash and recovery: wash production samples by the agreed care method; remeasure leg length and width, check seam twisting and stretch the waistband to assess recovery.

Seams and labels: inspect crotch stitching, pocket attachments, elastic joins and hems; compare fibre, care and size labels with approved wording. Plan sampling with the quality inspection guide.

What goes wrong

A fabric substitution can make a flowing leg cling or become transparent. Waist elastic can roll inside its casing or lose recovery, while bulky pocket bags show through light jersey. Uneven cutting or washing distortion can leave the legs twisted or the hems at different heights.

Approve washed samples as well as unwashed ones. Record fabric, elastic and construction details in the order, and check production garments before shipment and on arrival. Resolve unapproved substitutions and measurement failures before accepting the batch.
