White pepper duty and organic controls

Read from the UK Trade Tariff on 2 October 2026, heading 0904 covers pepper and dried, crushed or ground chilli and related fruits. Whole white pepper falls within the other whole-pepper line, 0904 11 00 90, at 0%. Crushed or ground pepper, 0904 12 00 00, has a 4% ordinary rate and a 0% suspension for qualifying Piper nigrum. The suspension excludes mixtures and preparations containing different components.

The supplied tariff extract lists no anti-dumping or countervailing duty for these lines. It attaches import control of organic products to both. Organic spices need an inspection certificate for release as organic; the certificate is issued by the exporter’s control body. Your company must be based and certified in the UK to import organic products. Confirm the shipment documents with your organic control body and customs broker before dispatch.

Confirm the commodity code from the species, ingredients and whether the pepper is whole, crushed or ground. Bulk and retail packs share a code when the product itself is unchanged, so the table repeats the relevant codes. For other products in this heading, see pepper and dried chillies.

Specify white pepper colour, aroma and grind

Specify the botanical identity as Piper nigrum, growing origin, processing location and whole, crushed or ground form. Agree colour and aroma against a sealed sample, including acceptable dark specks and any fermented smell. Ask the processor to describe soaking, skin removal, drying and any microbial treatment.

Set contractual limits for moisture, foreign matter and broken berries, plus particle size for crushed pepper or powder. Specify pure pepper without added starch or other fillers, sealed lined bags or retail packs, and storage instructions. Agree batch testing for Salmonella, aflatoxins, ochratoxin A and pesticide residues through testing and certification.

Worked duty example

Illustrative example, not a quote: 5 tonnes of whole white pepper for a spice wholesaler; illustrative order under 0904 11 00 90, invoiced at £15,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £16,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £16,500, so it is £3,300. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: compare berries or powder with the approved sample; check colour, dark specks, aroma and evidence of added material.

Condition: check moisture against the agreed specification, caking, mould, insects, stones and damaged or damp liners.

Batch evidence: match laboratory reports to the delivered lot and check microbiology, mycotoxins and pesticide residues.

Packing and labels: check seals and batch identification. Confirm retail requirements for the food name, net quantity, ingredients where blended and a UK business address with the relevant food authority; retain traceability records.

What goes wrong

A pale sample can hide variation in the bulk lot. Dark specks, inconsistent skin removal, excessive fermented odour, weak aroma and an uneven grind can make white pepper unsuitable for the buyer’s recipe. Damp powder cakes, while stones, insect damage or undeclared fillers can escape a superficial visual check.

Confirm applicable food contaminant and pesticide residue limits for pepper with the relevant food authority. Agree representative sampling and laboratory testing before shipment, then check arrival samples against the retained reference. Keep suspect lots separate while investigating. See quality inspection explained for planning the checks.
