Sourcing wheel turning lathes from China

Wheel turning lathes from China carry 2% UK duty across the relevant lines of heading 8458. New machines supplied in Great Britain must meet machinery safety requirements, with UKCA or CE marking, a declaration of conformity and English instructions. Cambridge China Bridge sources wheel turning lathes.

Duty and classification for wheel turning lathes

Read from the UK Trade Tariff on 1 October 2026, heading 8458 covers lathes, including turning centres, for removing metal. The supplied tariff data shows 2% duty for goods from China throughout the heading, with no listed anti-dumping or countervailing duty and no suspensions. Wheel turning lathes are classified within these broader descriptions according to their construction and control type.

The UK Trade Tariff attaches an import control of fluorinated greenhouse gases. Ask whether any cooling unit is pre-charged with hydrofluorocarbons, including equipment built into the machine. Registration and quota authorisations are needed when annual imports reach 100 tonnes of carbon dioxide equivalent or more. Imported fluorinated-gas equipment must be correctly labelled. Give the refrigerant details to your customs broker to confirm the control and declaration requirements.

The rows are candidate classifications, not dedicated wheel-lathe codes. Confirm the commodity code using the machine layout, numerical control and whether it is an automatic lathe or turning centre. For the wider heading, see lathes and turning centres.

Specify the wheelset and installation

State whether the lathe will reprofile wheels beneath a vehicle or machine removed wheelsets. Supply wheel and axle drawings, wheel diameter range, axle length, wheelset mass, tread and flange profiles, and the intended clamping and drive arrangement. Agree profile tolerances, surface finish and measurement methods using representative worn wheels.

For an underfloor installation, agree pit drawings, rail interfaces, vehicle positioning, access and swarf removal. For a standalone machine, agree loading, wheelset supports and foundations. Specify the control system, profile programming, measuring equipment, electrical supply, spare tooling and installation responsibilities.

New machinery placed on the Great Britain market must carry UKCA or CE marking, a declaration of conformity and English instructions. The machinery supply rules also require essential health and safety requirements to be met. Match the documents to the actual machine and its supplied configuration.

Worked duty example

Illustrative example, not a quote: A horizontal numerically controlled wheel turning lathe, illustrative only under 8458 11 80 00, invoiced at £150,000 free on board, with £9,000 of freight and insurance to the UK. The customs value is £159,000. Duty at 2% is £3,180. Import VAT at 20% is charged on the customs value plus duty, £162,180, so it is £32,436. Import taxes total £35,616; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £3,180 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Wheel profile: cut a representative wheelset and measure tread shape, flange geometry, diameter consistency and surface finish against the agreed drawings.

Support and drive: check clamping, support alignment, roller traction where fitted, and stability during cutting with the intended wheelset.

Safety and documents: test guards, interlocks and emergency stops; match the nameplate, conformity declaration and English manual to the delivered machine.

Arrival and installation: inspect supports, measuring probes, tooling and transit damage; level and align the machine, then repeat the agreed cutting test. See quality inspection.

What goes wrong

A demonstration on an unworn wheel can hide slipping drive rollers, inadequate clamping or poor results on the buyer’s worn profiles. Incorrect profile files, probe calibration errors and tool chatter can leave wheels outside the agreed geometry even when the machine completes its cycle.

Pit or rail interfaces can disagree with the depot drawings, while transit movement can disturb alignment. Agree the installation drawings and acceptance measurements before manufacture, record the factory cutting trial, and repeat it after installation before accepting the machine.

Frequently asked questions

What is the UK import duty on wheel turning lathes from China?

The supplied tariff data shows 2% duty across heading 8458, with no listed anti-dumping or countervailing duty and no suspensions. Classification depends on the machine’s construction and control type.

Can an underfloor lathe turn wheels without removing the wheelset?

Specify that application explicitly. Ask the factory to demonstrate vehicle positioning, wheel support and drive, cutting access and measurement using your intended wheel and vehicle arrangement.

What documents should accompany a new wheel turning lathe?

For supply in Great Britain, check UKCA or CE marking, a declaration of conformity and English instructions. Match the model and supplied configuration to the documents.

How do I check wheel reprofiling accuracy?

Agree the wheel profile drawings, tolerances and measurement method. Cut representative worn wheels at the factory, record the results and repeat the test after installation.
